Inspection and expert services of the skills structures of the City of Lahti 2026-2030
The information on the skills structures owned by the City of Lahti (bridges, tunnels, piers, support and shore walls and noise barriers) is maintained in the national Taito structure register managed by the Finnish Transport Infrastructure Agency. As of October 2025, the assets covered by the acquisition will be registered as follows: - bridges 205 pcs - tunnels 1 pcs - platforms 68 pcs - supporting walls 67 pcs - shore walls 5 pcs - noise barriers 40 pcs By the end of May each year, the contractors responsible for the maintenance of the city's street areas will carry out an annual inspection of the bridges entered in the Skill Structure Register, which will identify visually hazardous or otherwise urgently needing attention The aim of the procurement is to acquire expertise in the condition management of the assets included in the Skill Structure Register. The service provider is expected to familiarise itself with the assets according to the register and to prepare a proposal for the operational programme of the general audits for the monitoring period 2026-30 for the subscriber. The implementation of special inspections deemed necessary shall be agreed annually on the basis of the findings of the general inspection cycle. In the case of bridges, tunnels and quays, the Service Provider is expected to draw up a plan based on previous inspections and their results to carry out a general inspection round of the structures during the contract period. Further investigations identified as necessary on the basis of general inspections shall be agreed upon separately. The starting point is that the necessary special inspections, load-capacity measurements, baseline modelling, etc., which violate the structure, are carried out within the framework of this agreement. Further planning based on studies is not included in the tasks of this contract, but planning assignments are ordered on the basis of a separate design framework contract. In the case of support and shore walls and noise barriers, the location of the structures has been mapped at the start, and the basic information of the structures and the inspection report in PDF format have been saved in the register. The condition of the structures is not recorded in the register. The summary report on the condition of these structures will be completed by the end of 2025 as a thesis by Lapland University of Applied Sciences. With regard to support and shore walls and noise barriers, the objective is to bring the basic and condition information of assets to an equivalent level of accuracy with that of bridges and quays. However, the development of the Finnish Transport Infrastructure Agency's guidelines is monitored with regard to the recording of fitness data and inspection practices. In this respect, the progress of the work is thus tied to the development of the Skills Structure Register and the progress of the national guidelines. The service provider's expertise is also intended to be used in other tasks related to the design of skill structures and the management of the fitness space. These include, for example, cross-checking the designs of new skill structures and expert tasks required by separate stairway structures. (e.g. fitness ladder) The service provider is expected to participate in the development of the annual report describing the effectiveness of operations. The aim is to be able to compile an annual report describing the development of the condition of the assets on the basis of the damage observations made during the annual and general inspections and the repair events carried out to eliminate them. At the start of the agreement, there is no ready-made way to collect and report information. Creating an effective reporting method is therefore a development project during the contract period. The selected Service Provider must be able to produce the registration work for all assets according to the Skill Structure Register. Establishment of the structure, maintenance of condition, load capacity and inspection data. The service provider is therefore required to have valid updating and inspection qualifications for all the assets of the Finnish Transport Infrastructure Agency's Skill Structure Register. At the beginning of the contract period, the following publications of the Finnish Transport Infrastructure Agency shall be used for the tasks under the contract: - Bridge Inspection Manual 33/2020 - Tunnel Inspection Manual 69/2023 - Inspection Guide 26/2016 - Quality of General Inspections of Skill Structures 92/2023 - Quality Requirements for Special Inspections of Skill Structures - Bridges 28/2018 If the above-mentioned guidance is updated during the contract period, the revised guidance will be applied in the tasks under the contract. If necessary, the timetable for the revised guidelines and other necessary details will be agreed at follow-up meetings. The estimated value of the acquisition for the entire contract period is EUR 450 000 (VAT 0%).
