Subject-matter of the contract: ‘Design, supervision and construction under project BG16FFPR003 – 4.001 – 0221 ‘Energy efficiency of a multi-family residential building with address Pernik, Vasil Levski Str., bl. 15’. The scope of the procurement includes the following activities: Activity 1 – Preparation of an investment project: The present terms of reference provide for the development of an investment project in the technical design phase of the construction and installation works for the project ‘Design, supervision and construction in implementation of project BG16FFPR003 – 4.001 – 0221 ‘Energy efficiency of a multi-family residential building with address Pernik, Vasil Levski Str., bl. 15’. The total built-up area of the building is 4 839.04 m2. The implementation of the investment project must contribute to ensuring the improvement of the energy performance of the national building stock of residential buildings by implementing integrated energy efficiency measures; Should lead to a class of energy consumption according to Regulation № E-RD-04-2 of 16.12.2022 on energy efficiency audits, certification and assessment of energy savings of buildings for the respective building type. • Reaching minimum energy consumption class B after energy saving measures in residential buildings; • Stimulate a minimum of 30% primary energy savings for renovated residential buildings; • Resource efficiency, cost-effectiveness, decarbonisation through RES, sustainable construction process; • Reducing energy poverty by reducing energy costs; • Improving the living conditions and quality of life of the population in the country through technological renovation and modernization of the building stock. The investment project must be developed in accordance with the Energy Efficiency Audit of the building and the Technical Passport of the building subject to the investment. Activity 2 – Implementation of construction works for the construction of the site: The Contractor must ensure the lawful, quality and timely commencement, execution and completion of the works, including the supply of construction products, machinery, manpower and any services and activities necessary for the execution of the works in accordance with these technical specifications and the investment projects, in accordance with the Spatial Development Act (SDA) and its implementing regulations, any other normative documents in force and the Contract for this contract. Activity 3 - Implementation of author's supervision: exercising author's supervision during construction in accordance with Article 162 of the Spatial Planning Act.
