Description

The subject of the public procurement includes an evaluation of ten ​​​​​​​ procedures related to the support for the implementation of the European Child Guarantee in Bulgaria, which was carried out under the HRD OP and HRD OP. Under this support, operations financed under HRD and HRD OP continue to be implemented, which are part of the operational plans for the implementation of the long-term Action Plan implementing Council Recommendation (EU) 2021/1004 establishing a European Child Guarantee in Bulgaria (2030), for the periods 2023-2024 and 2025-2026. The purpose of the contract to be concluded as a result of this public procurement is to assess the overall support of HRD OP and HRD OP for the implementation of the European Child Guarantee in Bulgaria, including its effectiveness, scope, results and contribution to the objectives of the initiative. The evaluation should build on the evidence base created by the evaluations of support for deinstitutionalisation and social inclusion of children carried out in previous programming periods, while ensuring continuity in the follow-up of the results of the support provided. The evaluation should focus on the implementation of the European Child Guarantee as a strategic framework to improve access to basic services and reduce child poverty and social exclusion. ​​​​​​​ The report is the final product and the main result of the evaluation and should contain answers to all evaluation questions based on reliable evidence and systematic analysis. It should clearly distinguish between evidence (established facts and data), conclusions (results of evidence analysis), conclusions (evaluative interpretation of main conclusions) and recommendations (proposals for action based on conclusions). The report must be structured in such a way as to allow a clear follow-up of the logical link between the evidence used, the analysis carried out, the main conclusions drawn, the conclusions drawn and the recommendations proposed.
