Description

Good Governance in Zimbabwe"s local authorities is impeded by numerous challenges such as limited financial resources, inadequate service delivery and limited digitalisation, a lack of transparency, and corruption. Local councillors do not hold the public administration to account and fall short in voicing the population"s needs. Out-dated customer data bases and land registers undermine the basis for levying rates and taxes. The "Good Governance in Local Authorities" project aims at enhancing the efficiency, effectiveness, and inclusivity of its partner local authorities in the provision of services. The project focusses on four main areas of support - (1) service delivery, (2) public financial management (3) support to councillors, (4) gender equality and inclusion. Furthermore transparency, accountability, enhanced citizen participation and digitalization will be mainstreamed across the four outputs. The project is jointly co-financed by the European Union (EU), the Swiss Development Cooperation (SDC) and the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The duration of the project is scheduled from March 2025 to June 2029. Concrete activities are agreed with each LA based on their individual needs and plans. In support of the selected LAs, a variety of capacity-building methods are used: on-the-job learning, training courses, exchange workshops and visits, facilitated discussions, and peer learning. ICT and digitalization are supported as a cross-cutting issue. Capacity development targets both the administration and the councillors, with the latter also receiving basic training on the technical topics of the support areas.
