Description: Der Zuschlag erfolgt gemäß § 127 Abs. 1 S. 1 GWB auf das wirtschaftlichste (endgültige) Angebot. Zuschlagskriterien sind der (Gesamt-)Angebotspreis und die Leistung in Form der vom Bieter einzureichende Konzepte. Für die Gesamtwertung werden die für jeden Bieter ermittelten Leistungspunkte (Konzepte) durch den von ihm angebotenen Angebotspreis (brutto) dividiert.
