The procurement was carried out in view of the fact that the Government of the Republic of Lithuania, by means of Resolution No 152 of 26 February 2020 declaring a state-level emergency, a nationwide emergency due to the threat of the spread of the novel coronavirus (COVID-19), the Government of the Republic of Lithuania, by means of Resolution No 207 of 14 March 2020 on the declaration of quarantine in the territory of the Republic of Lithuania, declared the third level of preparedness of the civil protection system and quarantine throughout the territory of the Republic of Lithuania, and for the purpose of implementing Decision No V-345 of 12 March 2020 of the Head of State Emergency Operations of the Republic of Lithuania on measures for managing the coronavirus (COVID-19) (as amended), in which the Ministry of Foreign Affairs and the Ministry of Foreign Affairs are not obliged to take care of their own nationals.
