The contracting authority wishes to purchase reagents as described in Annex 1 to the tender specifications, divided into 20 lots. By starting the procedure, the aim is to provide reagents / kits for the determination of blood alcoholemias, namely consumables and reagents needed to perform analyses of drugs, psychoactive substances, medicines for living persons and corpses, analyses performed only in the Laboratory of Toxicology, of the Satu Mare Forensic Medicine Service.The start of this procurement procedure is imperative, because the Framework Agreement, through which the standard kits for the determination of alcoholemias were purchased, has a validity date of 16.06.2025, and for the device that was purchased in 2024, LC-MS (Chromatograph liquid coupled with Mass Spectrometer) with which the analyses of drugs / drugs / drugs / drugs are performed, there is no framework agreement concluded for the reagents and consumables necessary to perform these analyses.The technical specifications of each individual lot are found in the Specifications Annex 1, the estimated quantities and values are found in the Annex to the Contracting States and in Annex 2 to the specifications. A 36-month framework agreement will be concluded with 3 economic operators. During a calendar year, it is expected that a minimum of 1 subsequent contract and a maximum of 12 subsequent contracts will be concluded, the frequency of the largest subsequent contract can be concluded at 12 months. The estimated minimum and maximum quantities of the subsequent contracts are found in Annex 1 of the contracting strategy and Annex 2 of the tender specifications, which will be concluded according to the needs of the contracting authority, the minimum and maximum quantities being estimated. The proposed acquirer shall not undertake to purchase either the minimum or the maximum quantity during the term of the framework agreement specified in the Annex. Also, the quantity that is expected to be purchased during the framework agreement and specified in the tender documentation will be purchased depending on the existence of the funds allocated to this destination and the needs of the contracting authority. In the duly justified case, the maximum quantity estimated in the framework agreement may be supplemented in accordance with the provisions of Article 221 of Law 98/2016 on public procurement. The deadline within which the CA will respond clearly and completely to all requests for clarifications / additional information will be the 11th day before the deadline for submission of tenders according to Article 160 corroborated with Article 161 of Law 98/2016 with subsequent amendments and completions.
