Description

When performing the contract, engineering should be carried out – design and execution of construction and installation works (SMP) and the exercise of author's supervision of a site: ‘Reconstruction of electrical installations and associated construction works of the building of the Technical University of Sofia, Training Block 1, 8 St Kliment Ohridski Blvd.’, namely: 1. Preparation of investment projects in the ‘Technical project’ phase in scope and content, in accordance with the Spatial Development Act and Regulation No 4 on the scope and content of investment projects. The investment project is prepared on the basis of an architectural survey prepared by the Contractor. 2. Performing all necessary activities for coordination of the investment project with central and territorial administrations, specialized control bodies and operating companies on behalf of the Contracting Authority; 3. Execution of construction and installation works, in accordance with the Technical Design, the prescriptions and orders in the Order Book, including those provided for in the Quantitative - value account of the construction and installation works; 4. Delivery and use in the construction of the necessary and corresponding to the investment project construction products; 5. Production and/or delivery of Building parts/elements and equipment and their incorporation into the Construction; 6. Notification to the Employer of the need for additional design; 7. Performing the necessary tests and laboratory tests; 8. Preparation of construction papers and preparation of the executive documentation of the Construction; 9. Assistance in the procedure of putting the construction into operation; 10. Removal of the deficiencies identified during the handover of the Construction and its commissioning; 11. Correction of defects during the warranty periods specified in the public procurement contract in accordance with the tender; 12. Performing author's supervision. Interested parties can inspect the site, which can be realized every working day from 9:00 to 17:00, until the date set as a deadline for receipt of offers, after a preliminary request via a message on the platform. All payments under the public procurement contract will be made by bank transfer, in Bulgarian leva. The Contract shall enter into force on the date of its signature and shall be valid until all obligations undertaken by the Parties under the Contract have been fulfilled. Period of implementation: - for stage: The period for preparation of the investment project may not be longer than 60 (sixty) calendar days from the date of conclusion of the contract and ends with the acceptance of the project by the Contracting Authority with a bilaterally signed acceptance protocol. Within 15 days of signing the protocol, the CLIENT and the CONSULTANT may make written objections to the project and invite the CONTRACTOR to jointly consider the remarks (irregularities). The Contractor shall rectify any remarks/irregularities on the submitted investment project within 15 (fifteen) calendar days after receiving them in writing from the Contracting Authority. The term for the coordination and approval of the project and the issuance of a building permit shall not be included in this term. - for stage: implementation of the works: up to 365 calendar days. The planned duration of the construction works shall be determined in such a way as to ensure a sufficient number of days with appropriate conditions for the quality execution of the works. The deadline for the execution of construction works starts from the date of signing the Protocol on the opening of a construction site and determining the construction line and level for the construction (Annex 2 to Article 7(3)(2) of Regulation No 3 of 31 July 2003 on the drawing up of acts and protocols during construction) and ends with the drawing up of a Statement of Findings establishing the suitability for acceptance of the construction (Annex No 15 to Article 7(3)(15) of Regulation No 3 of 31 July 2003 on the drawing up of acts and protocols during construction). The term for execution of the construction works shall be suspended when the construction is stopped for objective reasons, for which the Contractor is not at fault, by signing Act Form 10 for establishing the condition of the construction when the construction is stopped, in accordance with Ordinance No 3 of 31.07.2003 for drawing up acts and protocols during the construction. The term for implementation of the construction works is renewed upon signing of Act Form 11 for establishing the condition of the construction when the construction continues. - for stage: exercise of author's supervision - from the date of signing of Protocol No. 2 under Ordinance No 3 of 31 July 2003 on the opening of the construction site until the completion of construction by signing the necessary and established by law acts for its completion. Participants shall indicate their proposed deadlines in their Technical Proposal. The proposed time limits must be an integer and must be expressed in calendar days.
