GET.transform is a partner for national governments and regional organisations seeking to drive their energy system transformations. Operating as a global programme, GET.transform offers comprehensive and in-depth energy sector transformation advisory services. One of the key contributions of GET.transform is its provision of technical assistance (TA) services, which play a crucial role in establishing the necessary regulations, markets, and technical infrastructure to foster an environment conducive to large-scale investments in clean energy. This support encompasses both the on-grid and off-grid sectors, ensuring a holistic approach to energy transformation. In addition to its primary implementation modality, GET.transform operates a Policy Catalyst to expand its scale. Policy Catalyst aims to provide short term advisory to national institutions and regulatory bodies to address key regulatory barriers faced by the private sector in the development of clean energy projects. In addition to this, Policy Catalyst will run thematic calls inviting Expression of Interests from national institutions (regulators, utilities, ministries) seeking dedicated support on specific topics, such as facilitating the development of frameworks for sustainably introducing distributed generation, minigrids etc. GET.transform also serves as a facilitator of expertise and knowledge for other bilateral and regional programmes implemented by GIZ, specifically those operating within the energy transformation domain. The implementation structure of GET.transform is organized along the Thematic and Geographic Approach. The GET.transform Thematic Approach consists of four outputs below: Long-Term Energy Planning, Renewable Energy Grid Integration, On-Grid Regulation and Market Development, and Off-Grid Regulation and Market Development. Within the Geographic Approach, the thematic topics are being applied in practice via comprehensive transition support to focal partner countries at two levels. It employs "country windows" to provide in-depth assistance at the national level, while also working to disseminate normative guidelines and best practices across regions through the use of standard templates and standard advisory services for directives, regulations and technical standards, through knowledge products, and through capacity-building initiatives, referred to as "regional windows". GET.transform operates through two regional windows, one dedicated to Africa and the other to Latin America and the Caribbean (LAC). GET.transform actively cultivates implementation partnerships with regional governing bodies entrusted with the development of legal, economic, and technical regulations within the power sector. Central to its activities is the emphasis on capacity building and the formulation of normative policies, regulatory directives, and knowledge products that can be effectively disseminated and seamlessly integrated into the unique contexts of country windows. During implementation, GET.transform actively seeks cooperation and collaboration with international organizations, development agencies, and academia. In addition to mainstreaming and scaling advisory services at the regional level, GET.transform establishes country windows.
