The building complex built in 1965 in Kanalstr. 69 (Flurst.19855, Weingarten Baden) consists of two parts: The Walzbachhalle, a multi-purpose hall with stage, for sporting and cultural events with up to 684 people and the Walzbachbad, a swimming hall with sauna area and an outdoor pool with outdoor pool. Multipurpose hall and swimming pool are used for both public and school purposes. On the northwest side of Kanalstraße, the building complex is accessed at ground level, between the multipurpose hall and the swimming pool, via a main entrance and the common foyer. From the foyer, an open staircase, half-storey, leads to the main hallway on the ground floor and to the basement. The main hallway on the ground floor is the separation between the meeting place and the swimming pool. The changing rooms of the swimming pool on the ground floor and the sauna on the ground floor reach visitors via a second staircase, with an upstream turnstile system, in the foyer. On the ground floor are the multi-purpose hall with adjoining rooms and changing area, as well as the swimming pool with staff, adjoining rooms and changing areas. The toilet facilities, the sauna area with outdoor space, the cultural room, storage rooms and the technical rooms are located in the basement. On the back of the building there are three other, non-public entrances that lead into the building via external stairs. They are mainly used by staff and as rescue routes. At the southeast entrance to the hall is also the fire brigade call point with key depot. The plant has been continuously adapted over time. Most recently, rehabilitation measures were carried out in the years 2006 - 2009 in order to continue to meet the requirements of sport and culture. Nature and scope of the action: 1.Fire protection renovation In the building complex, technical and structural fire protection deficiencies were detected and warned. Since the Walzbachhalle is a meeting place with increased fire protection requirements, a fire protection expert was commissioned to develop a fire protection concept for the entire building complex. This fire protection concept identifies the requirements relating to fire protection and describes the planned measures. In case of deviations, appropriate compensation measures are described and justified. The fire protection concept has been coordinated with the expert office for fire protection and has already been approved by the district office of Karlsruhe. The approved fire protection concept is further developed on the basis of the submitted planning and serves as a basis for the implementation of the fire protection measures to be implemented in the building. 2. Accessibility The existing building, with the Walzbachhalle and Walzbachbad, has so far only been accessible via various staircases inside and outside the building. In order to provide barrier-free access to the building, one of the existing revolving doors will be renewed at the main entrance and equipped with a drive system. In the foyer, a barrier-free elevator is installed, which is designed in such a way that the transport of loads in the building, between the ground floor and the basement, is also possible. The new lift provides barrier-free access to the main hall on the ground floor, which leads to the multi-purpose hall with changing area and barrier-free visitor toilet, as well as to the new barrier-free changing and shower area of the swimming pool. The barrier-free changing room and shower room has so far been located on the ground floor, within the general changing area. The existing room does not meet the requirements for barrier-free changing rooms, showers and toilets in terms of size, equipment and accessibility. Remodeling and barrier-free access is not possible within the existing changing area. Therefore, the new barrier-free changing room with shower and toilet will be installed within the swimming pool, in the area of two unused storage rooms. The proximity to the swimming master area allows support on short distances if necessary. The costs (as at 10/2025) amount to: KG 300 1.217.559,81 € gross KG 400 1.785.000,00 € gross The performance phases 1-4 have already been executed. It is assumed that the building permit for the start of the tendered planning services is available. The subject of this call for tenders is the property planning services for buildings in accordance with Sections 33 et seq. HOAI with the performance phases 5-9. The implementation of fire protection renovation and barrier-free conversion must be carried out by the end of 2026. Thus, the planning services must be started immediately after commissioning.
