PL-Kielce: washing and dry-cleaning services
1. Provision of laundry services and transport to the Świętokrzyskie Oncology Centre in Kielce.
2. Place of performance of the contract: Świętokrzyskie Centre oncology in Kielce, ul. Artvian 3.
3. The subject matter of the contract shall include:
— collection of laundry linen at the Contracting Authority’s premises,
— soaking, washing, disinfection, ironing, drying, dressing, bedding and hospital clothing, dropping,
— disinfection in a disinfection chamber,
— supply of clean linen to the Contracting Authority’s premises.
4. The indicative quantity of washing linen for the duration of the contract is approximately 648 000.00 kg. The monthly quantity is about 18.000 kg. The actual amount of washing will be determined on a case-by-case basis.
5. The washing range includes: towels, canvas, bed sheets, canvas, trousers and pyjamas blouses, towels, frot-towels, canvas, dressing shirts, aprons, skirts, trousers, covers, mattresses, mattresses, blankets, blankets, quilts, cushions, underpants, underpants, blooms, vests, sockets, curtains, curtains, physicles, treads, mattresses, mattresses, mattresses, mattresses, quilts, mattresses, mattresses, quilts, mattresses, quilts, mattresses, blankets, cushions, underpants, underpants, underpants, blooms, vests.
6. The washing linen will be marked and collected by the Contractor, separated and packaged in canvas bags. Bags for the transport of underwear to cover the Contracting Authority’s needs will be provided by the Contractor for the duration of the service.

8. The disinfectants that the Contractor intends to use to perform the contract must work on viruses, bacteria, fungi and disputes. Washing and disinfectants should be accompanied by up-to-date documents authorising the means to be used in accordance with the applicable legislation – a certificate of registration, declaration or entry in the register of medical devices in accordance with Directive 93/42/EEC and the Medical Devices Act of 20 May 2010 (Journal of Laws 2010, No 107, item 679), PZH or RKI Robert Koch Institute. Disinfection should be carried out within a maximum of 10 minutes and at a temperature of not more than 60 °C, confirmed by an appropriate opinion (PZH or RKI).
9. The contractor must respect the washing conditions laid down by the clothing manufacturers.
10. Collection and delivery of dirty linen will take place six times a week in addition to Sundays and holidays between 7:00 and 9:00.
11. The duration of the laundry service should not exceed 24 hours. The contracting authority reserves the right to procure the service as a matter of urgency, within a period of not more than 8 hours, from the time of receipt of the dirty linen from the contracting authority until the handover to the warehouse of the pure linen hospital.
12. Urgent service contracts may not exceed 5 % of the quantity specified in point over the duration of the contract. 4.
13. The assessment of the condition of eligible underwear will be carried out by the relevant services of the Contracting Authority.
14. All the fasonal clothes and flat linen owned by the Contracting Authority will be marked by the Contractor in a barcode system and will be introduced into a system that is compatible with the software operating in the Contractor’s laundry, provides a record of the state between the hospital and the laundry and allows for accurate settlement of the service provided. In order to maintain accuracy and precision in the accounts and records of clothing and linen on the market, the Contractor shall equip the Contracting Authority for the duration of the contract with a computer kit equipped with a barcode reader and with software compatible with the software used in the Contractor’s laundry, allowing on-line consultation of the underwear register. The procurer will ensure that the computer station is connected to the Internet.
15. The contracting authority requires the Contractor to have a laundry which has a full hygiene barrier.
16. The contractor must have a chamber for the disinfection of beds, mattresses, blankets, pillows, etc., at the place where the laundry service is provided, together with an up-to-date document (opinion or inspection report) of the PSES confirming the disinfection of the contaminated linen in the disinfection chamber.
17. The contracting authority shall require the Contractor to have separate means of transport of dirty linen and clean linen or means of transport with a tight and divisible loading chamber so that the clean linen has no means of contact with dirty bleaching. Means of transport must have an up-to-date opinion or certificate from the State Sanitary Inspectorate confirming that they are suitable for the transport of hospital linen.
18. The contractor will be responsible for the laundry services provided in terms of quality and compliance with sanitary requirements vis-à-vis the inspection bodies (Epidemiological Sanitary Station, PIP, OSH and Hospital Epidemiology).
19. The contractor will bear material liability for the eweed from the time it is accepted for the laundry until it is returned after the service has been provided.
20. In the event of a breakdown of the equipment, the Contractor will secure the performance of the service – possession of a second implementing facility or a contract with another Contractor authorised to carry out a hospital linen laundry business.
21. During the duration of the contract, the contractor will be required to carry out microbiological tests on his own basket – swabs from the bedding, clothes from the place where the service will be performed – minimum 2 tests per month. The study will be submitted by the Contractor to the Contracting Authority as soon as it is carried out.
22. During the duration of the contract, the Contractor will be required to carry out, at his own expense, tests on the effectiveness of disinfection of disinfection chambers at the Sanitary-Epidemiological Station or another independent unit from the place where the service will be provided – minimum 1 test per quarter. The study will be submitted by the Contractor to the Contracting Authority as soon as it is carried out.
23. The contracting authority reserves the right to visit the Contractor’s laundry (both before and during the contract) and to supervise compliance with the rules of conduct during the storage and transport of linen.
24.The contractor must provide, whenever requested by the Contracting Authority, updated assessments of the conditions for washing hospital linen and means of transport issued by the local authorities of SANEPID.
