Description

According to section 24 b of the Social Welfare Act (29.12.2022/1280), the wellbeing services county must organise day centre services for persons with substance abuse problems, which, in addition to meeting basic needs, also provide social counselling. The service must also be arranged for intoxicated persons and they have the right to use it anonymously. The day centre is a low-threshold and open-minded place for substance abuse rehabilitees and those with substance abuse problems. The purpose of the day centre service is to reduce the problematic use of intoxicants and the related social and health-related harms, and to promote the functional capacity and safety of persons who use intoxicants problematically, as well as their referral to appropriate social and health services. The service is targeted at the most vulnerable persons, such as those who use intoxicants problematically, the homeless or those living in poor conditions, or those in the intoxicant cycle whose basic needs have otherwise become more difficult or endangered. People visiting day centres often have many prolonged social, economic or health problems. Simply visiting a day centre or receiving guidance and counselling does not necessarily start a social welfare client relationship and assessing the need for services if the person would not be willing to do so. An administrative decision under section 45 of the Social Welfare Act is not made on the use of a day centre that implements substance abuse work as a service and on the related social counselling. Social guidance is provided by the Kainuu wellbeing services county in accordance with a pre-agreed model. In the Kainuu region, the expected number of customers of the day centre in Kajaani is about 5-15 people per day.
