Description

The main task of the Optimisation Project is to modify the role of part of the terrestrial routes of mass urban transport (MGT) so that they become leading routes transferring traffic to the metro.
The public transport route optimisation project must cover the following activities (assignments), in accordance with the Contracting Authority’s mandate:
I. Preparation of an analysis of the existing situation of urban surface transport, including:
— General status of existing urban land transport lines;
— A loading survey on existing urban land transport lines;
— A survey to identify correspondence and attitudes of people using passenger cars for the use of LBT;
— Analysis of the effectiveness of individual LBT lines;
— Proposals for options for the optimisation of LBT;
— Modelling of LBT optimisation proposals;
— Analysis of the results of modelled proposals for the optimisation of LBT in their implementation.
— Develop a plan for a gradual restructuring of the LBT network that is adapted to the construction of each of the new metropolitan areas, i.e. that a phase of the reorganisation of the LBT is completed immediately after the entry into operation of each of the new sections of the metro.
II. Preparation of the following reports:
— A report with an analysis of the current situation, survey results and modelling methodology within 2/два/months of the start of the contract;
— Presentation of the modelling of LBT in the metro influence zones, including the metro itself, within 4/четири/months from the start of the contract;
— Submission of proposals for the optimisation of LBT within 7/седем/months from the start of the contract;
— Submission of modelling showing the impact of the proposed LBT optimisation within 9/девет/months of the start of the contract;
— Submission of a draft final report with an economic and financial assessment of the proposed optimisation, including a plan for the gradual restructuring of the LBT network and the submission of a final report drawn up following the contracting authority’s comments on the draft final report, within 10/десет/months of the start of the contract.
