Description

THIS IS NOT AN OFFER REQUEST, AN EXCLUSIVE REQUEST FOR INFORMATION / INVESTMENT TO THE MARKETING PERIOD. The city of Salo is acquiring public transport in its entire area. The current agreement period is valid until the end of the academic year of basic education in spring 2027. The Vitality Section has on 2 September 2025, section 24, outlined the principles of procurement planning and the scope of future traffic. More detailed information on the site is provided in section II.2.4. description of the procurement. The City of Salo invites candidates interested in the procurement to register for a market dialogue as described in this notice. The objective of the market dialogue is to obtain more information on the public transport service to be procured and to clarify issues related to the competitive tendering of the above-mentioned service, so that the procurement can be carried out in the most appropriate manner. The aim is also to receive comments, for example, on the minimum requirements for the service to be procured, e.g. as regards vehicle fleets. Market dialogue does not mean launching a tendering procedure, but aims to identify services available on the market and to support the contracting entity in the preparation of the procurement. The conduct of market dialogues shall not bind the contracting entity to launch a tendering procedure. The market dialogue shall not bind the tenderer candidate to participate in a potential tender and the tenderer candidate in a potential tender shall not be bound by any submissions made during the market dialogue. Furthermore, failure to reply to a request for information does not prevent participation in a possible invitation to tender and does not affect the position of the tenderer in the actual invitation to tender. Participants in the market dialogue shall not be entitled to remuneration for their work. The information provided in the market dialogue shall be treated confidentially. All discussions in and during the market dialogue are preliminary and do not bind the procuring entity to carry out the planned procurement accordingly. The procurement procedure is expected to start in January-February 2026. The subject of the procurement is public transport in the Salo area, ‘Paikku 2.0’. Public transport is currently operated by approximately 30 buses, mainly M3 buses, from Monday to Friday. In the future, public transport will be expanded to mornings, evenings and weekends. At the same time, the need for equipment is estimated to increase by about 25%. The estimated contract period for the acquisition is approximately 5-7 years and a possible option of 3-4 years. A procuring entity may organise a market dialogue at a joint event or in bilateral discussions with interested candidates or send written questions or material to registered candidates for comments on the subject matter of the procurement. The contracting entity reserves the right to choose the most appropriate way to conduct the market dialogue. Similarly, the contracting entity reserves the right to select an appropriate number of candidates for bilateral market dialogues, if necessary. Signing up for the market dialogue does not bind the tenderer to answer questions or participate in any discussion sessions.
