Description

Framework contract for a duration of 5 years, renewable for an additional period of one year.
Scope: alterations to the CNR from Pougny (Ain) to Port Saint louis du Rhône (Bouche-du-Rhône). This framework contract makes it possible to meet the maintenance dredging needs of the following 4 regional directorates: Belley, Vienna, Valencia, Avignon.
Subject: this contract concerns maintenance dredging, therefore, dredging of filler materials. Intakes materials are defined according to the bathymetric readings made by CNR. The majority of dredging is to be carried out by river.
The work is concentrated in particular in the following areas: lock garages, navigation fairway, proximity to hydroelectric works, port areas and tributaries of the Rhône.
The volumes of materials to be dragged can vary greatly from one operation to another depending on the site.
The main operations are ‘full water’ dredging (sites directly accessible from the waterway by navigation), with the possibility of crossing locks.
The applicant shall have equipment capable of crossing the locks of the following dimensions:
On the Haut Rhône (locks of Chautherefor and Belley): 5 m x 38.5 m x 2 m depth.
On the Rhône de Lyon in Saint-Louis: 12 m x 190 m x 3 m depth.
The contract also includes “special” dredging where small quantities must be able to be dredged on sites with high accessibility constraints (e.g.: grooming of equipment for crossing bridges or thresholds or congestion constraints such as locks, periphery of small structures (water intakes, limnigraphs, limnimetric ladders) or certain tributaries (width, anchoring, or reduced clearance). The applicant must then have light equipment, such as a small suction dredger or any other equipment adaptable to these sites.
In any case, the depths of the dredging are limited to 15 metres below the water surface.
Non-exclusivity: the market does not confer any exclusivity on the incumbent undertaking. CNR gives itself the possibility of entrusting to any undertaking any transaction even within the scope of the market.
CNR Commitment: CNR undertakes to provide the contractor with a minimum turnover of EUR 13 000 000 over the total duration of the contract.
Programme and execution: for each year, the CNR and the Contractor will meet to determine the implementation schedule in the light of the various administrative constraints.
As required, execution orders will be placed by the regional directorates on the basis of the framework contract. This order will define the quantities, the deadlines and the location of the works and discharges.
Maximum response time: during normal periods, the contract provides for a maximum response period of 20 calendar days after notification of the order. In the event of an emergency response, the Contractor must work with all the necessary equipment within 5 calendar days of notification of the order by fax or e-mail.
Quantity control: the estimated volumes to be dragged will be defined by CNR in the execution orders. The actual dredged volumes will be determined on the basis of the bathymetric readings made by CNR before and after the transaction.
