Description

The subject-matter of the contract was the conclusion of a framework agreement with one contractor for the ‘choice of an intermediary between the Municipality of Burgas and the mobile operators in Bulgaria to ensure the connectivity of payments by means of short text messages for parking’. For the proper functioning of the system, standard voice services implemented under the SIP protocol should be provided. The system accepts SIP protocol incoming calls from only one predefined IP address. The fixed IP address must be defined in advance, and it must not be changed to another fixed address without prior written notification made no later than 14 days from the date of its entry into force and confirmation by the Contracting Authority. The number of simultaneous SIP calls must be at least 4. If necessary, and upon written request by the Contracting Authority, these channels must be capable of being increased. It must be ensured that the connection systems will work normally within the working hours of the Assignor at the start and end time specified by him and all calls will be routed to the respective server serving the Call Center. In case of technical failure, a written notification of all missed incoming burns (with the relevant phone numbers, date and time of receipt) should be sent. If this is not possible (for technical reasons), written information should be submitted containing the time for which the service was unavailable and a full description of the reason for this. As the connection is via SIP protocol, the servers serving it can be located anywhere in Bulgaria, but it should be ensured that the conversations will be conducted smoothly, without delays, echoes, etc. If the connection is lost for more than 5 minutes, include an official message with the text "Due to a technical problem, number 1356 is currently unavailable, please dial 056861356 for connection". During the execution of the order, exact compliance with the set and approved technical parameters is mandatory.
