Het uitvoeren van het beheerplan om grip geven op ontwikkeling van park de Duinen en Park Westerhout als groene buffer en nieuwe ontwikkelingen die in die zone een plek krijgen. Beheren van een gevarieerde groene buffer met waarde voor recreanten, ontwikkeling van biodiversiteit en het behoud en versterking van cultuurhistorische waarden.
