Udzielenie i obsługa kredytów długoterminowych na częściowe pokrycie deficytu planowanego w uchwale budżetowej na 2026 rok na okres od dnia zawarcia umowy do 31.12.2037 r. Zamówienie podzielone jest na II części: Część I - Kredyt przeznaczony na wydatki majątkowe na wkład własny do projektów w ramach programu Fundusze Europejskie dla Śląskiego 2021-2027 (FE SL 2021-2027) oraz Krajowego Planu Odbudowy i Zwiększania Odporności (KPO) na zakup 12 sztuk zeroemisyjnego taboru kolejowego Część II - Kredyt przeznaczony na wydatki majątkowe związane ze współfinansowaniem zadań na drogach publicznych wojewódzkich.
