As the competent authority, the special purpose association ÖPNV Saale-Orla intends to award a public service contract (ÖDA) for public passenger transport services directly to KomBus Verkehr GmbH (Mittlerer Watzenbach 11, 07318 Saalfeld) (operator). The intended award relates to public passenger transport services within the meaning of Paragraph 8 of the PBefG. The ÖDA to be awarded includes all public passenger transport services in the districts of Saalfeld-Rudolstadt and Saale-Orla, as well as outbound lines to neighbouring local authorities, as described in the Supplementary Document. This includes scheduled and on-demand transport services. These are regular services pursuant to Paragraph 2(1)(3) of the PBefG in conjunction with Paragraphs 42 to 44 of the PBefG. The services included at the start of operations and the service area are described in the ‘Supplementary document’ (see also 2.1.4 General information for C. of this form). In connection with the provision and management of passenger transport services, ÖDA obliges the operator to provide the necessary vehicles and operational infrastructure. The possibilities for change relate to the nature, scope and quality of passenger transport services and transport tariffs. Changes may relate in particular to: Stock and course of the lines, timetable and tariff offer, form of operation (regular regular services, special forms of regular services, regular demand services), vehicle and other quality standards. The volume of traffic recorded by the ÖDA can be reduced or expanded. Changes can also take effect at the beginning of the ODA's term.
