The National Transport Plan (NTP) states that all traffic safety work in Norway is to be based on the zero vision, a vision that no one should be killed or badly injured in traffic. The implementation of the zero vision has contributed to the work more systematically, long term, knowledge based and uniform with traffic safety. The Norwegian Public Roads Administration, hereafter called the Contracting Authority, uses national traffic safety campaigns as a strategically important means in the work for increased traffic safety. The contracting authority would therefore like to enter into an agreement with a media agency for implementation and evaluation of long-term national traffic safety campaigns in the agreement period.
