The Ministry of Security and Justice is currently considering a future-proof solution for mobile broadband services for mission-critical RPT purposes. One of the avenues under investigation is a hybrid solution which, on the one hand, retains its own spectrum within the 700 MHz for specific applications but, on the other hand, procures services from mobile operators. The 700-MHz band, currently used for broadcasting, will be available for mobile communications in 2020 and will be auctioned in 2019. At the end of 2017, the Ministry of Economic Affairs will publish the outline and principles for the auction. The purpose of the market consultation is to test with (potential) mobile operators whether they endorse the feasibility of the hybrid solution through a number of questions or questions to be answered by mobile operators. These (part) questions are included in the Market Consultation Document.
