Description

The building located at Calle Cecili Metel, 18, Palma (registered office 0010701DD7801A0001RP) was included in the detailed inventory of assets, rights and obligations of the State attached to the services that were transferred to the Autonomous Community of the Balearic Islands (CAIB) by Royal Decree 784/1984, of 22 February, on definitive valuation, extension of resources assigned to the services transferred and adaptation of those transferred in the pre-autonomic phase to the CAIB in matters of Health. It is a dotacional building whose project dates from the Second Republic destined to the services of the Provincial Institute of Hygiene, of isolated typology, that occupies an entire block of the widening of Palma formed by the streets Cecili Metel, Font i Monteros, Joan Lluís Estelrich and Pere Dezcallar i Net. The arrangement of the building on the solar surface stands out. Exempt, centered and rotated location that allows surrounding the building of very significant wooded and landscaped spaces around aligned blocks of the area. It is a building cataloged by the Ajuntament de Palma with a degree of protection B. According to the catalog of protection of buildings and elements of historical, artistic, architectural and landscape interest of Palma, it is a building of the second half of the decade of the 30s of the twentieth century, attributable to the architect Josep Alomar Bosch. The technical team of the Department of Architecture of the General Directorate of Housing and Architecture of the Administration of the Autonomous Community of the Balearic Islands has drafted the comprehensive executive project of reform and rehabilitation of the indicated building. The project monitoring report outlines the state of conservation of the building and some features of the project: In 2006 serious pathologies were already detected in the building in the preparation of the Technical Inspection of the Building (ITE) that includes previous reports of the technicians of the Conselleria de Presidencia. The result of the ITE report is unfavourable, with the indication of evicting the staff present in the building accompanied by urgent underpinning measures. From 2006 to the date of drafting of the project, different interventions have been carried out, all aimed at preventing the collapse of the building. Before the rehabilitation proposal, several archaeological tastings have been carried out, since there are vestiges of the old Renaissance wall. A historical report has also been commissioned and the conservation requirements included in the catalogue sheet are included. Thus, the existing facades are maintained and consolidated with the recovery of significant elements while the interior is emptied and rebuilt. The air-raid shelter and outdoor gardens are also maintained and restored. And when reconstructing the structure, an archaeological follow-up will be carried out in case remains of the Renaissance wall are found to preserve it. The use of the building will be maintained as a socio-sanitary and the distribution responds to the needs raised by the Ministry. The building has 2,773.91 m2 built, the original volumetry, and consists of semi-basement, low, first, second and third floor (torreón). Regarding the performance of the building, the reconstruction will be carried out with all the current requirements of the technical building code and with a level of energy efficiency higher than that required by regulations (...). Renewable energies such as photovoltaic panels and geothermal energy are incorporated." Therefore, it is necessary to carry out the work related to the integral executive project of reform and rehabilitation of the building located on Cecili Metel Street, 18, in Palma.
