Consultancy services, software development and hardware related to the IT platforms Portal Citizen and ‘Paperless Mayor’s Office’, as well as their extension to the institutions subordinated to the Local Council of Sector 6. The procurement is carried out within the project ‘Paperless Mayor’s Office’, SMIS code 129668, with the objective of extending and modernising the existing IT platform (Vision eMayor’s Office), initially implemented at the level of the Mayor’s Office of Sector 6 (2022) and subsequently at DGASPC Sector 6 (2024), but without a complete interconnection between the institutions. The need for enlargement derives from: • increasing the volume and complexity of administrative activities, which requires a unitary and interoperable IT system; • lack of integration between existing platforms of subordinated institutions, which hampers the flow of data and the handling of requests; • the requirement to reduce bureaucracy and response times by standardising work processes; • the need to build a robust digital infrastructure with a digital single point of contact for citizens and businesses; • the shortage of human resources with sufficient digital skills to implement unified solutions, which accentuates the role of this project. Number of days until which clarifications can be requested: 18 days before the deadline for submission of tenders. Clarifications requested after this deadline will no longer be taken into account. The Contracting Authority will respond clearly and completely to all requests for clarifications, in accordance with Article 161(1) of Law No 98/2016, as amended, on the 11th day before the deadline set for the submission of tenders.
