Description

The province of Friesland again informs the market of its intention to publish the contract file for the maintenance of movable objects. The contract concerns a maintenance and breakdown service for the multi-year maintenance of, monitoring and informing about the condition of the area, including the performance of upgrade work and the resolution of malfunctions. On 29 January 2025, a market consultation took place in which valuable insights and suggestions from the market were brought in. This input has contributed to the further refinement of the procurement process. Expansion of the scope Compared to the scope presented during the market consultation of 29 January 2025, an extension has been decided. Due to internal developments, the control center It Swettehûs is added to the maintenance contract. This extension also affects the intended classification of the contract file. The contract file will be divided into two lots: • Lot 1: This plot includes the control center It Swettehûs, all connected objects and the Tsjerk Hiddessluizen. The Cherk Hiddes locks have been added, even though they are not connected to the control center. For the control centre and the connected objects, this plot includes the entire chain from central to object, including all technical components and interfaces. The plant has four workstations for bridge operation. By the end of 2024, 28 objects will be connected, with the ambition to add around 12 more objects in the coming years, including some municipal bridges. The plot not only concerns the regular care and fault maintenance, but also maintenance in the context of modifications, upgrades and the further expansion of the number of connected objects. • Lot 2: This plot includes the complete maintenance of the movable objects that are not connected to the control center, with the exception of the Cherk Hiddes locks. Both plots basically cover the maintenance disciplines of electrical, mechanical and installation maintenance. The province of Fryslân is looking for a cooperation-oriented market party for a long-term cooperation. 'Long-term cooperation' means a contract with a maximum duration of 8 to 10 years, divided into two contract periods. This cooperation not only focuses on performing maintenance, but the contractor also actively contributes to the improvement of the maintenance regime and to the further development of asset management. The province positions the contractor as a strategic partner, with joint responsibilities and ambitions in the following areas: • Cost control and risk management: The partner contributes to the optimization of maintenance processes and the application of best practices. Purpose: better control of costs and reduction of operational risks. 3 • Efficiency and resource management: The cooperation enables the province to take advantage of additional capacity and resources from the market. Purpose: increasing operational efficiency and improving maintenance quality. • Sustainability and forward-looking vision: The province is looking for a partner that contributes to sustainable strategies. The use of environmentally friendly materials and practices is important for achieving a sustainable infrastructure and a healthy living environment. Publication and explanation The province of Friesland aims to publish the contract file by mid-June 2025. An explanatory meeting will be organised following this publication. The exact date and location of this meeting will be announced at a later date. Interested market parties can now express their interest via the message module in Mercell. The invitation to the explanatory meeting will be announced in due time. Pre-announcement conditions The following legal aspects for participation apply: • The Province of Fryslân stresses that this prior information notice is not part of the call for tenders and that no rights can be derived from it. • The Province of Fryslân reserves the right to adjust the planning and/or to suspend the tendering procedure temporarily or permanently. • The province of Friesland reserves the right not to organise the tender or to organise it in any other way than described in this document.
