PL-Starachowice: construction work
Reconstruction of the market site with adjacent streets: Church, Crafts, Niska, Wysoka, Kręci, Short, Marshal of Piłsudski, Iłżecka, Kiliński including construction works at ul. Dworce, National Army and Starachowice, as part of the project entitled ‘Revitalisation of the public space of the market square with adjacent streets in Starachowice’.
The rebuilt Rynek is the centre of the urban design of the town under conservation protection on the basis of the findings of the Local Spatial Development Plan (Resolution No XI/20/2009 of the Starachowice Municipal Council of 27 November 2009).
The task is co-financed by the European Regional Development Fund under the Świętokrzyskie Regional Operational Programme 2007-2013 under Priority Axis 6 – Strengthening urban centres and revitalisation of small towns, Measure 6.1 – Strengthening regional and sub-regional growth centres, so the contractor is required to implement two tables: one information during construction with dimensions of 150 x 100 cm, the other souvenir at the completion of the construction with dimensions of 70 x 90 cm. The design of the plaques should be agreed with the Contracting Authority for approval.
The subject of the investment is the demolition of the underground urban steep and the construction of a new site of approx. volume. 389.85 m³, refurbishment of the market panel with an area of approximately 4 768.4 m², carriageways with an area of approximately 2 085.1 m² and car parks with an area of approximately 2 885.1 m² 288.5 m² with approx. 3 747.4 m² including adjacent streets: Church, Crafts, Niska, Wy High, Short, Birds with a total area of approx. 3 372.1 m², pavements with an area of approximately 5 649.9 m², with pedestrians to ul. Staff and to ul. Swimming 1 652.7 m², with elements of small architecture, with the construction of a view terrace, with a widening of the car park at the street. Craftsmanship with ca. 769.8 m², with three fountains with infrastructure elements and construction of an underground compensatory reservoir with the technical chamber, as well as refurbishment of the network with connections:
—a water supply from EP pipes (90 mm-160 mm) with a total length of approximately 2004mb,
— sewerage of stoneware pipes DN (150 mm-250 mm) with a total length of approximately. 1747mb,
— rain of stoneware pipes DN (150 mm-500 mm) with a total length of approximately 1976,5mb,
— gas from pipes PE110/90 with about PLN 1733,5mb,
— energy, telecommunications.
In addition, the contract covers the refurbishment of the water supply network in ul. Dworce and ul. Marshal of Piłsudsk tubes EP 160 mm25 m and of spheroidal graphite cast iron 250 mm in length 40.50 m.

Before carrying out the works, the Contractor shall submit to the Contracting Authority a draft traffic organisation drawn up and approved for the duration of the works, as well as the appropriate signage in accordance with the approved project and the maintenance of any replacement journeys shall be the responsibility of the Contractor.
Before accession, the contractor must, acting in accordance with the principles of technical knowledge, take due care to examine the design documentation and the place where the subject of the contract is to be performed.
Before submitting a tender, the contractor must notify the Contracting Authority of any deficiencies or errors observed in the project documentation, the correction of which will make the subject of the contract conditional upon the delivery of the subject-matter of the contract within the meaning of a work capable of fulfilling an economic or technical function of its own. This will enable the contracting authority to modify the content of the ToR before submitting tenders.
The Contractor shall assume full liability for accident and for damage to private property and legal persons as a result of his action or omission in connection with the performance of this contract.
Once its tender has been selected, the Contractor will draw up the schedules for the execution of the works annexed to the contract.
Schedules must be drawn up and approved by the Contracting Authority taking into account the criterion which entails the least nuisance for the inhabitants of the area – including the continuity of the supply of utilities, security of passages, commuting (including supplies to commercial and service outlets). Work schedules and traffic organisation shall ensure that the property is permanently handled with the least possible limitations.
The performance of the subject-matter of the contract will be deemed to be the obtaining of an authorisation to use.
The contractor will provide (if necessary) the possibility for the conservation of monuments, archaeologists and geologists to handle the investment at its own expense.
