F-Lyon: urban planning services
Local housing and allocation bodies (Ilha) are knowledge and decision support tools. They have a twofold dimension of knowledge and processing of the application in partnership. This tool would benefit from gradually expanding to more diverse habitat issues in order to move towards territorialisation of PLH actions and habitat policies. This work is carried out locally by a service provider in close cooperation with the municipalities.
Management of Observatory data:
Within the framework of the common register of the social rental application and on the basis of a conflicting right of access between Grand Lyon and the partnership structure of the common file, the service provider will process the statistical data (requests and assignments) and quantitative data of the municipality for which he is responsible in a comparison with the PLH sector. Depending on local needs or concerns, in connection with the Commune Le Grand Lyon or with social donors, the service provider may make additional requests for more detailed analyses.
Animation of the ilha (or municipal conference):
The facilitators of the local housing and remit bodies (Ilha) will coordinate the implementation of the HLP at local level, in particular through the animation of local bodies such as: priority and emergency committees, inter-donor commissions on change, prevention of unpaid payments and evictions. The aim is not only to update needs, to address rehousing needs but also to prevent rental difficulties: unpaid, evictions. Depending on the needs and wishes of local partners, broader actions may be continued or developed.
