Description

The object of the contract is the integrated design of the structure of the epidemiological surveillance mechanism and its laboratory support, which includes mapping and analysis of the current situation, prioritization of surveillance, redesign of surveillance systems and creation of new ones. The project will also propose and implement critical organisational changes supported by changes in the legal framework to enhance the effectiveness of the Epidemiological Surveillance Mechanism. In addition, this project concerns the development and modelling of a new Integrated Framework for the implementation of the Public Health Emergency Preparedness and Response System. This part of the project includes, based on the brief review of the current framework, the design of a new one for the implementation of an integrated Public Health Emergency Preparedness and Response System. The project will also define the organisation model along with the necessary changes to the existing framework on the basis of the organisation of the operation of corresponding EU systems. This includes, in addition, the establishment and operation of the PHEPR Interministerial/Intersectoral Planning Committee. For the proposed interventions in terms of organizational and operational models, the project includes the elaboration of the required legal and regulatory regulations for their implementation. The production of the appropriate Ministerial and Joint Ministerial Decisions and the necessary regulatory acts will facilitate the introduction of a modern organizational and operational framework.
