Description

The Municipal Council of Aarhus has authorised the Health and Care Department of the Magistrate to offer the private share of personal care and practical help to citizens in their own homes. This will replace the current approval model with a tender model and create competition on price and quality. The object of the suspension of competition is to:
— to have home care interventions at lower prices;
— to support citizens’ free choice;
— to develop the quality of home care; and
— to achieve a well-functioning supply market in the long term.
The provision of home care is expected to have several positive effects:
— Citizens’ free choice in home care is supported. Citizens can choose between at least two private and municipal suppliers – and up to 4 private suppliers in total. The number of private suppliers depends on the actual offers in the tender round.
— Implementation of the savings already made (DKK 7 500 000) on home care, which the Health and Care Department of the Magistrate’s Health and Care Department has been reduced by the budget due to the simplification of the free choice rules.
— Fewer and more resilient suppliers are expected to increase the professional quality of home care. Closer cooperation between the municipality and fewer private suppliers provides better conditions for the development of home care.
— To achieve a well-functioning supply market in the long term, that is to say, a field of private suppliers which, from a longer-term perspective, can give each other competition on price and quality.
The stay of competition includes the following measures, which are to be delivered throughout Aarhus municipality:
— practical help – incl. laundry (Social Services Act § 83)
— personal care (Social Services Act § 83)
— clarification procedure for everyday rehabilitation – known as ‘Grib daily life’ in Aarhus Municipality (Law on legal certainty, Section 11) citizens are part of a clarification procedure until it is determined to what assistance the citizen is entitled to;
— delegated nursing care (Section 140 of the Health Act)
— replacement: Offers to relatives who take care of a citizen with reduced disability (Section 84 of the Social Services Act).
