Description

1. The subject-matter of this contract covers works entitled ‘Development of the waste water treatment plant in Bielavo’, which falls within the scope of the project entitled ‘Organisation of water and wastewater management in the municipalities of the district of Dzrżoniowski – Phase I’, co-financed by the Cohesion Fund.
2. The scope of the contract covers, inter alia:
(1) Reconstruction of the transformer station with regard to: dismantling of the existing 20 kV switchgear and the existing electricity metering system, supply and installation of the switchgear (e.g.: MSA-L-24/630) including instrumentation, connection of a new switchgear with supply lines, connection to the new switchboard of existing T1 and T2 transformers, supply and installation of an electrical energy metering system with a modem for data transmission to the control room and integration into the SCAD system, complete tests and measurements;
(2) Reconstruction of biological waste water treatment facilities including nitrification chambers and blowers station, including: radial blowers, compressed air collectors, piping system for distributing air in nitrification chambers, ceramic fine-vesicular diffusion system, systems to monitor and automatically control the whole system (control cabinets are to be installed in the blower hall), a drainage system from the chambers (stainless steel drainage corridors), installation of shut-off fittings (stainless steel valves, ducts) at the inlet and drainage of the nitrification chambers;
(3) Construction of a raw sediment measuring chamber;
(4) Reconstruction of the technological building at the WKF involving the reconstruction of the sludge transport and mixing facilities in the WKF chambers and the heating of the sludge (heat exchange plant);
(5) Construction of biogas installations, including: biogas storage tank, reciprocating column, desulphurisers, distribution and measurement node, flare, aggregating plant (cogeneration aggregation), biogas boiler plant, complete monitoring and atomatic control system for sludge and biogas treatment equipment;
(6) Sanitary installations including the construction of: water and sewerage systems, central heating, gas boilers with cogeneration unit, ventilation, low-temperature heat network;
(7) The modernisation of electro-energy and automation installations provides, inter alia, for the introduction of monitoring the operation of all devices, metering to the extent necessary all facilities, automation of all equipment and visualisation at the dispatching station;
(8) Road works for the extension of roads, squares, collars and take place in the vicinity of the planned facilities.
(9) Elevation and green;
(10) The decommissioning of all technically obsolete, used and unsuitable technological facilities and equipment;
(11) Technology start.
Note: The extension of the plant must be organised and divided in the construction of individual facilities so as not to disrupt the continuity of the plant’s operation with the required technological capacity.
3. All the construction works will be carried out in accordance with the provisions of the Construction Law, the design documentation, the Technical Specification for the execution and acceptance of construction works, the health and safety provisions and the terms of the construction contract concluded in accordance with the FIDIC contractual conditions set out in Part II of the ToR for construction works entitled Contract conditions for Construction for civil and construction works designed by the Contracting Authority – 4th edition of English-Polish amended 2008 (translation of 1 edition of FIDIC 1999) Association of consultants and experts of SIDiR.
4. All types of equipment used in the documentation, the manufacturer’s names are illustrative and are intended solely to indicate the quality standard of the systems and components adopted, and the supply of the equipment. A detailed description and scope of the construction works are set out in Part III of this ToR entitled Description of the subject-matter of the contract (i.e.: OPZ) and its annexes.
