Ireland-Dublin: Electricity distribution and related services
The Contracting Entity intends to procure Flexibility Services for the national electricity distribution system in Ireland. Flexibility Services can be provided by suitably qualified distribution connected customers (generation, storage or demand response individually or via aggregation) who are connected to the ESB Networks distribution network and who can alter their consumption or generation pattern to support ESB Networks in its role as the Distribution System Operator (DSO) in delivering a safe, secure and efficient distribution system.
The Contracting Entity envisages that the services will include active power products and a reactive power product.
The purpose of the flexibility services Pilot 3 Mullingar and surrounding area (pilot of scale) is to allow the Contracting Entity to gain a clearer understanding and insight into how a flexibility services market will be developed for implementation by 2025.
The Contracting Entity envisages that the duration of the Contract will be two (2) years with an option to extend, at the Contracting Entity’s sole discretion, for a further period of up to 12 months.
Initial services will take the form of a contracted remunerated service for altering consumption or generation in response to a pre-agreed schedule with ESB Networks or in response to communications/signals from ESB Networks National Distribution Control Centre (NDCC).
A payment structure consisting of availability and service utilisation will be in place for Pilot 3 Mullingar and surrounding area (pilot of scale).
