In practice, this means that airlines need at least a few months to fully deploy new routes during the 2025 summer season, including logistics, marketing, cooperation with local actors, and adapting operations to anticipated passenger traffic. Failure to conclude the agreement at a sufficiently early stage would threaten the impossibility of launching connections in the summer season, and thus undermine the assumed objectives of promoting the city. 3.
