Description

The purpose of this public procurement is to select a contractor to supply food products for the needs of Topolovgrad Home Social Patronage, Ustrem Social Enterprise and Radovets Home for Adults with Mental Disorders for a period of 2 (two) years from the date of signature of the contract. The type and quantity of food products are specified in the Technical Specification, which is an integral part of the documentation. The quantities indicated in the technical specification are estimates. The purpose of this public procurement is to select a contractor to supply food products for the needs of Topolovgrad Home Social Patronage, Ustrem Social Enterprise and Radovets Home for Adults with Mental Disorders for a period of 2 (two) years from the date of signature of the contract. The type and quantity of food products are specified in the Technical Specification, which is an integral part of this documentation. The contracting authority will order the delivery of food products in accordance with the needs of the relevant municipal structures. The Assignor reserves the right not to declare the whole specified quantity of goods by type and/or number, without any adverse consequences for him. Period of implementation: 2 (two) years from the date of signing a contract. Place of performance: the sites to which the delivery of food products for Home Social Patronage - Topolovgrad, Social Enterprise - village of Ustrem and Home for Adults with Mental Disorders - village of Radovets will be made are located on the territory of the municipality of Topolovgrad. When performing the contract for the supply of food products, the specific deliveries must be accompanied by: - a commercial or other document containing an exhaustive list of the goods by assortment, their quantity, batch number for each of them, as well as other data, in accordance with the applicable regulatory requirements for the respective type of products; - documents on the conformity of the goods with the mandatory quality and safety requirements, hygiene, sanitary, animal health and other standards issued by the official control bodies for the consignment(s) concerned; - a label in Bulgarian indicating the content and quantity of the ingredients contained therein; - each delivered product shall have a shelf-life at the date of delivery and a sufficient residual shelf-life for consumption of not less than 50 per cent of the total shelf-life stated by the manufacturer; - all goods delivered by the Contractor must comply with the quality and safety requirements for use by end-users, as well as with the sanitary, veterinary, sanitary and other standards established by the legislation in force in the Republic of Bulgaria. The participant must provide the opportunity to receive requests by phone, fax and e-mail. The participant must accept and execute requests for provision of food products under the subject of the contract on working days, and in exceptional cases - on weekends and holidays. In case of refusal or non-delivery of ordered products by the contractor, as well as when the delivered food products are of poor quality, commercial appearance or are not labelled in accordance with the requirements of the BABH, a statement of findings is drawn up, which is a prerequisite for termination of the contract with the contractor. The contract with the Contractor shall be terminated in case of systematic refusal (three or more times within one month) by the Contractor for delivery of products requested by the Contracting Authority or in case of systematic non-compliance (three or more times within one month) of the delivered products with the agreed requirements. The price of the offer is presented in BGN without VAT. The price of the tender offer of the participant is final and includes all costs of the contractor for the delivery, including the price of the input materials, the work performed and the costs of labor, mechanization, energy, warehousing and the like, its profit, as well as all costs of acceptance of the delivery. Participants offer a unit price reduced or increased by a % discount or mark-up from the price announced in SAPI's bulletin for average wholesale prices for Haskovo region as of 20.05.2025. (provided by the participant and attached to his price offer). These prices are entered in the price proposal and the participant uses them as a basis for calculating the final price for the execution of the contract. The totals of the products are added together, the sum representing the total value for the performance of the contract. The prices at which the contractor will deliver the food products will be determined on the basis of a bulletin provided by the Agromarket Information System EOOD Sofia (SAPI) on the average wholesale prices, including VAT, as of the 20th day of the relevant month for the Haskovo region, to which the discount or surcharge offered by the participant for the product concerned will be calculated. At the end of each quarter from the 25th to the 28th day of the month, the selected contractor must submit to the accounts of the Municipality of Topolovgrad and the Social Services Unit in the building of the Municipality of Topolovgrad a bulletin from SAPI as of the 20th day of the last month of the respective quarter for the average wholesale prices for the Haskovo region for all items within the scope of the public procurement. According to the bulletin, a protocol will be drawn up by representatives of the contracting authority and the contractor for the price of the respective item of the subject of the contract, under which products will be loaded for the next quarter.
