Description

Programme WTB The Ministry of Defence of the Netherlands (MODNL) has initiated the replacement and modernisation of its operational wheeled vehicles. Next to the programme DVOW, the programme WTB (which is a Dutch acronym for Wissellaadsystemen, Trekker-opleggercombinaties and WielBergingsvoertuigen) has commenced. This programme focuses around the replacement of Hooklift trucks including associated trailers, Heavy equipment transporters and Recovery trucks. On 16 September 2019 the Dutch Parliament has been informed about this programme by a formal letter. The programme has to be completed in 2027 and consists of three parts (1) the vehicles, (2) the trailer 15kN and (3) Physical Distribution Systems. This market consultation focuses on the third topic, pertaining to (a.o.) Logistical Flatracks, Containers and Accessories. A market consultation has already taken place in April 2021, but for various reasons, did not lead to an RFQ. Because market conditions have changed considerably in the intervening period, the Ministery of Defence considers it necessary to re-conduct the market consultation. It has been decided to split the main programme into several projects: 1) vehicles; 2) trailers & semi-trailers; 3) flatracks, flatrack containers & container systems; 4) Flatrack Bulk Water Carriers, Flatrack Bulk Fuel Carriers & Warehousing Containers; 5) Mobile Jerry Can Filling Station. This market consultation only concerns project 4: Flatrack Bulk water Carriers, Flatrack bulk Fuel carriers & warehousingcontainers Replacement of Physical Distribution Systems As part of the programme WTB, the MODNL has initiated the replacement of associated systems to the Hooklift trucks. The pool of load carriers consist of flatracks and containers in support of storage, handling and distribution of several product groups, such as food, ammunition and fuel. Hereafter these systems shall be referred to as ‘Physical Distribution’ (PD) Systems. These specified PD Systems are an essential part in executing the operational and tactical supply chain. They are interchangeable on the Hooklift trucks and designed as per the ISO 20ft standard. All load carriers must be suitable for transport by train, transport aircrafts C17/AN-124/A-400M and both military and civilian cargo vessels. The replacement of PD Systems is necessary because the End Life of Type (ELOT) of the current systems has expired. The project further contributes to a further renewal and strengthening of the (combat) support capacity of the Netherlands Armed Forces, as announced in the 2024 Defense Policy Document. The procurement of the PD Systems provides for the necessary transport needs and mobility of all Operational Commands (OPCOs). On behalf of the MODNL, the Material and IT Command (COMMIT) will execute the procurement process. according to the Defence Materiel Process.
