Description

Numera Palvelut Oy's (Sarastia) Procurement Services requests your tender for modular prefabricated buildings to be rented according to the tender documents. The procurement is by nature a works contract. The tendering procedure is carried out as an open procedure, the selection criteria being the overall economic advantage and the comparison criterion being the best price-quality ratio. The weight of the price is 0p and the quality is 100p. The invitation to tender does not ask for the price of the buildings, but the final buildings to be rented to the customer are determined according to the needs occurring during the contract period and separate mini-tenderings are organised for them by the subscribers. A maximum of 10 eligible bidders will be selected for the framework agreement. The selection takes place in the ranking order of the tenderers. If more than one tenderer earns the same number of points with their tender, the contracting entity shall carry out an impartial draw to select the winner. Drawing is a method accepted in the case-law. Sub-offers or alternative offers will not be accepted. More detailed information on the criteria and scoring can be found in the invitation to tender. Framework contracts are fixed-term contracts with a duration of four (four) years. The notice period for framework contracts is six (six) months for the contracting entity, the supplier and the subscribers. Individual leases or leasing agreements concluded between the client and the supplier on the basis of a framework agreement may be valid for a longer period than the actual framework agreement. The possibility of redeeming the building may also be set as an option for the lease agreement by the client. Leases and leases must comply with the terms and conditions of the framework agreement itself and must never be less favourable to the client than in the framework agreement. The logic of supplier selection and the performance of the mini-tendering included in the framework agreement are set out in the draft contract attached to the invitation to tender. The procurement decision does not create a contractual relationship between the contracting entity and the selected suppliers, but the contract is concluded when the procurement decision has become final or the market court has granted the contract an authorisation to be performed, and both parties have signed the contract. Subscribers who have subscribed to the contract will be transferred to the contract immediately after the contract period has come into force, or at the latest after the end of their current corresponding contracts. During the contract period, it is possible to extend the contract as indicated in Annex 1 (1) of the draft contract. The tenderer undertakes that the contracting entity may disclose the basic information of the contract to Sarastia's customer entities listed in Annex 1 to the draft contract without first seeking the tenderer's permission. The tenderer undertakes by means of his tender to comply with all the conditions set out in the invitation to tender. Tenderers do not have the right to set their own terms and conditions in their tenders. The contract does not include an obligation to purchase quantities and the successful tenderer does not acquire an exclusive right to offer the products and services covered by the contract. Tenders that do not comply with the invitation to tender, are submitted late or are otherwise materially incorrect will not be accepted, but the tenderer will be excluded from the procurement procedure pursuant to the Procurement Act. The tenderer is bound by a duty of care regarding the content and accuracy of its own tender. The acquisition includes the prefabricated buildings to be delivered based on the Customer's needs and the mandatory and separately agreed services related to them. Buildings are used/required for both evasive and permanent use. Buildings delivered for a lease period of more than two (2) years shall comply with the provisions on permanent construction . The customer acquires the buildings for rent or lease (other financing is also possible) by means of a lighter tendering procedure (mini-tendering) between the suppliers of the framework contract. The Customer has the right to include in the purchase an option to redeem the building in the Customer's own balance sheet. In addition, the Customer has the right to include in the purchase an option for earthworks and municipal engineering installation work on the plot, as well as for various additional services during the lease period. The customer determines the options in the tender documents of the mini-tendering and decides on their use independently. Clearing, foundation and foundation work, as well as municipal engineering installation and other HVAC work on the plot can be carried out by the Client as own work, as a contract to be purchased separately or as part of a mini-tendering of the building organised by the bidder. Therefore, the Supplier must also provide a number of construction site, delivery and installation services, which the Customer and the Provider may agree on in accordance with the framework contract's terms and conditions on an order-by-order basis. The land may also be included in the rental agreement. The comparison of mini-competitions is always based on overall economic affordability. Buildings and related services must meet all the requirements mentioned in the tender documents and, on a case-by-case basis, the specified/new requirements set by the Customer through mini-tendering. The tenderer is responsible for the design of the building, the management of permit matters, the actual construction, the transfer of the building to the plot, its erection and equipment, as well as the demolition and restoration of the plot at the end of the rental period, in accordance with the division of responsibilities agreed with the Client. In addition, the tenderer is responsible for the maintenance and servicing during the contract period as agreed. More detailed information on the subject of the procurement, including the criteria, can be found in the section Criteria for the subject of the procurement in the invitation to tender. NB!
