Description

lighting in buildings A, B, C in the CENTRAL MILITARY MEDICAL INVESTIGATION, CEPELEK, SPZOZ, 00-911 WARSAW, ULICA KOSZYKOWA 78 - basic lighting, emergency and evacuation lighting existing and emergency and evacuation lighting missing. The contracting authority requires a mandatory on-site inspection of the facility, which will take place on 17/09/2025 at 10.00 a.m. 8:30 and on 23/09/2025 at 8:30 at the Employer's registered office: ul. Koszykowa 78 Warsaw. Applications for participation in the on-site visit should be addressed to: e-mail: mkarczewski@cepelek.pl and wolszewski@cepelek.pl Local vision is mandatory within the meaning of Art. 2 point 12) of the Public Procurement Act Failure to do so results in the rejection of the offer pursuant to Article 226(1) point 1 of the Public Procurement Act. 18) in connection with Article 266 of the PPL Act. During the on-site inspection, no additional information will be provided, as well as answers to questions asked by the Contractors, and therefore any possible queries that the Contractors will want to ask after the on-site inspection should be asked on the basis of the rules resulting from the SWZ The purpose of the investment is to adapt the lighting to energy efficiency requirements by using high-performance led luminaires while maintaining the normative lighting intensity for individual rooms, i.e. the 500lux office. The supply system of lighting circuits for existing rooms remains unchanged. The subject of the Agreement is the ‘Modernisation of lighting, emergency lighting and evacuation lighting for ABC CWPL ‘CePeLek’ SPZOZ buildings at ul. Koszykowa 78 in Warsaw’, (Subject matter of the Agreement). The detailed description of the subject of the Agreement is the design and cost estimation documentation constituting an annex Descriptions in annexes 2-2m to the FTZ (assortment and price forms) 1. Order names and codes according to the Common Procurement Vocabulary (CPV): CPV code 31520000-7: Lamps and lighting fittings; 31500000-1 The names and trademarks provided by the Ordering Party are illustrative and their indication is aimed at determining the expected standard, while the Ordering Party allows equivalent offers. In accordance with Art. 5 of the Public Procurement Law Act, the description of the subject-matter of the contract is accompanied by the words ‘or equivalent’, which means that it is possible to propose equivalent products with the same or similar characteristics in terms of chemical composition, functionality, flexibility, ergonomics and durability. The equivalent offer may not have technical and qualitative parameters lower than those presented in the FTZ by the Employer. 2. The Contractor is obliged to execute the order on the terms and conditions described in the model contract constituting Annex 4 to the FTZ. 3. A detailed description of the subject-matter of the contract and the conditions for its implementation can be found in the FTZ and annexes to the FTZ, including Annex 4 to the FTZ (the draft provisions of the contract) and financial statements 4. In all cases in which the Ordering Party indicates trademarks, patents or the origin of the subject of the contract, the Ordering Party shall allow equivalent solutions, subject to compliance by the Contractor with the rules and requirements described in the FTZ. The terms used in the FTZ indicating the trade marks, patent or origin of the subject-matter of the contract should be read with the words: or equivalent. Proposed equivalent solutions shall have or exceed the same performance, functional and quality characteristics. 5. Equivalent solutions: The contractor may not use construction products with lower technical and quality parameters for the performance of the contract than those indicated in the technical specifications for the execution and acceptance of the works or in the design documentation. The names, symbols and trademarks of the manufacturers, technical data and descriptions of the technology have been provided only in order to determine as accurately as possible the elements, devices and materials that can be used to carry out the subject of the contract. This means that the Contractor will not be obliged to use specific products and may use other products, provided that they are compatible with the products indicated in the documentation in terms of: - Dimensions and structures (size, type, number of components), - Usable character (identity of function), - Material characteristics (type and quality of plastic), - Technical parameters (e.g. strength, durability, construction, etc.), - Appearance (structure, texture, colour). The Ordering Party allows the Contractor to change the technologies used in the project for the execution of works and equipment, provided that these changes are agreed with the Investor and the Designer in accordance with Art. 1 point 4b of Construction Law. Trade names adopted in the bill of quantities and design documentation are intended to indicate quality standards and are not an obligation to apply them. In accordance with Art. 5 of the Public Procurement Act, the Contractor, who refers to equivalent solutions described by the Ordering Party, is obliged to indicate that the materials or equipment offered by him meet the requirements specified by the Ordering Party. Therefore, if materials and equipment equivalent to those specified in the documentation are offered, the Contractor must attach to the tender a detailed description of the materials and equipment offered (catalogue sheets), indicating that the solutions proposed are technically, qualitatively and functionally equivalent. The documents submitted in the course of the procedure will be used by the Ordering Party to assess whether the offer is equivalent. If the Contractor indicates equivalent materials or equipment without providing documents confirming equivalence, the Contractor will be requested to provide the missing documents in accordance with Art. 2 of the PPL Act. If the list of equivalent materials is not submitted, the Contracting Authority assumes that the Contractor has offered the product described in the FTZ (in accordance with the design documentation). Proposed materials and devices are only an example, the use of equivalent devices is allowed, provided that their compass is provided
