Description

Required by IT projects. It is envisaged to conclude a framework contract with the most economically advantageous tenderer. The call for services under the framework contract will take place with a respective lead time of 6-12 weeks on the basis of individual calls. The focus is on services for the (further) development and operation of applications in the air navigation environment for the international market. The deliverables include, but are not limited to, software development, software configuration and testing. In addition to the mere provision of services, shares of work may also be necessary in the context of a temporary supply of workers (ANÜ). The following services are expected to be available under the framework contract to be concluded:
1. It services using the following tools:
— Subversion;
— GIT;
— HPALM;
— TRAC;
— Mantis/Jira;
— Requirements databases;
— Ms Office for Office Communication.
2. It services using open source products such as:
— Linux incl. cash scripting, system and network know-how;
— Apache HTTP Server;
— Camel;
— Maven;
— Databases such as SQLite, MySQL, Oracel.
3. Services provided by application systems in heterogeneous IT application structures
4. Object-oriented software development services in:
— GNU C++;
— Java;
— Pyrthon;
— QT Class Library.
5. Production services of highly available real-time systems.
6. Implementation of security requirements such as BSI baseline protection and OWASP-ASVS.
7. Preparation and implementation of system and acceptance tests in development projects based on ISO 12207 software development.
8. Product documentation for complex software development projects in German and English. User and system manuals should be produced for different target groups.
As a general rule, the following conditions must be observed in the performance of the services:
1. The software development within the DFS is based on the V-Model, which implements the requirements of DIN EN ISO 9001.
2. The claims made by EUROCONTROL to the DFS as ANSP (Air Navigation Service Provider) for the ANS Software Life Cycle are based on the international standard ISO/IEC 12207 ‘Standard for Information Technology’.
3. The services are provided in safety-related areas of DFS Deutsche Flugsicherung GmbH. A valid security certificate in the form of a background check in accordance with Section 7 of the Aviation Security Act (LuftSiG) is required.
Systems developed in the past by the DFS and related to the services required are described below. This list is only informal in order to allow candidates to assess the context of the development activities.
1. ATCAS (Air Traffic Control Automation System):
— Low airspace radar and flight plan data processing system.
2. PSS (Paperless Strip System):
— System of electronic flight strips that replaces the paper strips on which the flight history data and controller clearances have been previously presided and detained.
3. ATCISS (Air Traffic Control Information Support System):
— Information system for air traffic controllers and flight plan data handlers
4. STCA (Short Term Conflict Alert):
— Alarming of controllers of control centres (upper and lower airspace) in the event of dangerous approaches between aircraft (horizontal and vertical) and dangerous approaches to closed airspaces.
5. IDVS (Information Data Processing System):
— Presentation of all data relevant to the work of the Towerlot (current space weather, runway conditions,...);
— The current space weather (ATIS) radiates to aircraft;
— Representation of NOTAMs;
— Presentation of relevant documents (ICAO, location-related numbers,...);
— productive use on all 16 DFS-Towers;
— configurable for any location.
6. PHOENIX:
— Presentation of the air position using radar information.
7. Quality assurance and testing:
— Analysis of software requirements with regard to their testability;
— Determine the scope of the test (test cases);
— Create and maintain test data/test procedures;
— Carrying out verification tests;
— Document and archive test results.
