Babel-Project
As a research and development service, the contract is excluded from the scope of public procurement law (cf. § 116(1)(2) GWB). Babel is a compiler that converts new JavaScript syntax into an older and more compatible version equivalent, so that it can run in current and older browsers or other JavaScript environments (such as server-side runtimes, or mobile applications). Babel also helps automatically replacing new built-in methods (which are not syntax, thus can be “re-implemented” at runtime rather than transpiling) with polyfills from third-party libraries such as core-js and esshims. It is also highly customizable with a powerful plugin system: Babel users can also create custom plugin to optimize specific patterns for their own code bases. Babel offers future syntax support to other JavaScript tools, such as ESLint, Webpack and Rollup.
