Description

1. The subject matter of the contract under investigation is the maintenance and maintenance of the Ericsson MD-110 telephone switchboard and the telephone network located in the buildings of the Ministry of Infrastructure in Warsaw at ul. Chałubiński 4/6.
2. A detailed description of the subject matter of the contract can be found in Annex 1 to the ToR.
The subject-matter of the contract covers the maintenance and maintenance of: Ericsson MD 110 telephone switchboard; telephone network and cable connections located in the buildings of the Ministry of Infrastructure in Warsaw at ul. Chałubiński 4/6.
Maintaining the telephone switchboard and the telephone network with a high level of technical performance requires systematic maintenance and maintenance and other activities in the following areas:
1. Continuous supervision of the proper functioning of the telephone switchboard and the telephone network located in the buildings of the Ministry of Infrastructure.
2. Maintenance and maintenance of Ericsson MD-110 telephone switchboard version BC.10.
3. Maintenance and maintenance: 30B+D and 2B+D tracts; fibre cable line (8 fibre, monomode).
4. Maintenance of telephone sets and facsimile devices, 8 links BRA ISDN.
5. Compiling records of equipment failures.
6. Repair of equipment related to failure recovery as described in paragraph 5, on the basis of a separate order.
7. Drawing up reports on completed connections.
8. The provision of technical training free of charge.
Ad. 1. Continuous supervision of the proper operation of the telephone switchboard and the telephone network in the buildings of the Ministry of Infrastructure.
Continuous monitoring of the proper operation of the telephone switchboard and of the telephone network in the buildings of the Ministry of Infrastructure shall consist of the following failures being resolved (from the moment of notification) within no more than:
(a) when dealing with breakdowns during the Contracting Authority’s working hours, max. 45 minutes;
(b) when dealing with breakdowns after working hours of the Contracting Authority – max. 2 hours;
(C) for failures on public holidays and public holidays – max. 8 hours;
Ad. 2. Maintenance and maintenance of the Ericsson MD-110 telephone switchboard.
Daily 8-hour presence:
— system administrator (management of the softwar and hardwar telephone system, biling),
— telephone assemblers (network, maintenance of apparatus and fax machines).
Permanent availability:
— system engineer with the relevant Ericsson telephone system manufacturer certificate,
— teletransmission technician (operation and maintenance of 30B+D and 2B+D tracts, cable connections and correspondence cables).
Implementation of:
(1) Installation of an accessory (analogue or digital) regardless of the type and layout of the telephone station within the network operated by the switchboard, if the connection does not exceed 20 m.
(2) Installation of termination devices:
(a) telephone sets,
(b) a parallel apparatus or other device which terminates a connection and is not a telephone station,
(C) an additional telephone socket.
3) Modification of apparatus or functions in the set of telephone sets.
4) Replacement of the telephone apparatus to another.
5) Transfers of telephone stations and other termination devices:
(a) in the same peace;
(b) to another room in the same building;
(C) to another building within the network;
6) Changes in telephone records (subscriber’s personal data, location of the station).
7) Changes to the telephone number.
8) Telephone link transfers:
(a) an apparatus, assembly of apparatus or other apparatus for a subscriber switchboard within a network,
(b) from a subscriber switchboard to an apparatus or assembly of apparatus in any arrangement.
(9) integrating into the telephone network of a station remaining in reserve, re-integrating into the network of a previously deactivated station.
(10) Programming of subscriber equipment connected to the telephone switchboard, including:
(a) maintaining connections (Hold),
(b) locating calls to any subscriber number within the switchboard,
(C) locating calls to a state of waiting in the event of subscriber occupation caused by a local switchboard, while notifying the subscriber of the pending call, receiving calls when the number of the calling apparatus has been taken,
(D) porting calls to any subscriber number within the local headquarters unconditionally, in the event of occupation, in case of non-reporting,
(e) blocking of the caller’s apparatus – do not interfere with,
(F) the transfer of connections within the local headquarters,
(g) automatic selection of the programmed number when the microphone is raised (hot line),
(H) an evocation group – taking over calls from any apparatus assigned to the group by selecting a functional code,
(I) Domestic subscriber group – directing calls to the first free subscriber assigned to the group. Independently, to make calls to a particular subscriber after calling for an individual telephone number assigned to him or her,
(J) automatic reporting of the telephone apparatus without having to lift the microphone in the case of a digital apparatus with a speaker system.
11 permanent call restrictions on outgoing calls:
— international,
— interurban,
— zonal,
— local public use networks of TP S.A. with the exception of access to emergency services.
(12)standard conference connections.
(13) short selections:
(a) access to an individual library of software numbers (subscriber programmable numbers),
b) access to the system library of programme numbers (operator programmable numbers) – recording/scanning.
14) Meet-Me conference connections. A defined group of HQ subscribers has access to the conference by selecting the functional code.
15) The secretarial director group – separate telephone numbers for the secretary and each function.
16) Automatic call-outs in the event of occupation or failure to report a caller connected to a local headquarters.
(17) Secondary number – signalling and possibility of receiving further incoming calls from the network.
(18) Links outgoing after providing an authorisation code.
19) System programming of digital telephone sets (from the user’s position).
20) Periodic technical inspection – 2 times a year during the duration of the contract (periodic technical examination may be carried out remotely, but should be confirmed by a protocol each time).
(21) Maintenance of spare parts on standby.
Ad. 3. Activities falling within the scope of continuous maintenance of 30B+D, 2B+D, cable connection and correspondence cable.
(1) Current maintenance and repair of terminal equipment, i.e. cable racks.
2) Cooperation with TP S.A on the location of damage and repair of 30B+D, 2B+D, cable connection and correspondence cable.
(3) Performance of simple repairs as part of the Contractor’s contractual remuneration, in the event of repairs after failure on the basis of a separate contract.
Damage caused by:
— natural disasters,
culpable action by municipal or other services carrying out cold or installation work,
— breaks or defective ducts and wells.
Ad. 4. Maintenance of telephone sets and facsimile machines:
1) the current state of the equipment: 687 analogue apparatus, including 155 facsimile machines and 377 digital cameras,
2) replacement/repair of the supply cord,
3) construction of an energised extension cordon,
4) replacement/repair of the microphone cord,
5) replacement of the microphone/hearing insert,
6) unlocking/repairing of locking keys (clickboard),
(7) maintenance cleaning of components and contacts,
8) control of the performance of the individual functions of the device,
(9) informing the Contracting Authority of the need to repair equipment in authorised repairers if it is necessary to replace unachievable components/assemblies,
(10) periodic (once quarterly) disinfection of the telephone apparatus.
Ad. 5. Compiling records of equipment failures.
In the event of any failure in the operation of the telephone switchboard or other elements of the telephone network covered by the contract, the Contractor shall draw up a report specifying the extent, cause and cost of remedying the failure.
Ad. 6. Repair of degraded equipment.
On the basis of the report drawn up and the separate order, the Contractor shall proceed immediately to remedy the causes of the failure and carry out the repair described in section. 5.
Repair time – in the event of problems, failures, system failures or malfunctions of the equipment being serviced:
(a)Priority I (critical state) – which results in a complete stop to the operation of the system or a very serious limitation of its functionality, the service must be performed within 24 hours of notification;
(b)Priority II (serious condition) – causing a reduction in functionality, the service should be provided within 48 hours of notification;
(C) Priority III (deficiencies in the system) – without limiting the functionality of the system, the service must be provided within 96 hours of notification. This includes, inter alia, minor discrepancies in the functionality of the system compared to the descriptions in the documentation and occasional problems and inconveniences.
Ad. 7. Preparation of reports on completed connections (balancing):
(1) taking into account the structure of individual users, introducing a multi-level structure of user groups at the request of the user (company, department, department, etc.),
(2) on the cost of connection to certain types of subscribers to the public network (e.g. mobile networks),
(3) including additional verbal information (e.g. name of city, country) for the selected code numbers,
4) mini-billing, including information on the quantities and costs of the different types of calls (local, zonal, mobile connections specified),
5) an analysis of the costs of the head office, broken down by defined categories of routes,
6) an analysis of the use of numbers allocated to individual users.
Ad. 8. Provision of technical training free of charge:
At basic level, for 2 designated staff of the Contracting Authority;
At an advanced level, for 2 designated staff of the Contracting Authority.
Attention!
Persons performing maintenance, maintenance or repair of the switchboard and telephone network shall have:
— all persons with the Ericsson telephone system manufacturer’s certificate,
— one or more persons with a valid qualification certificate entitling them to operate networks, equipment and installations up to 1 kV (Order of the Minister for Economic Affairs of 16.3.1998 – Journal of Journal of Laws No 59, item 377, as amended).
The contracting authority shall require the provision of approvals, certificates for materials and components used for performance of the contract for repairs.
