United Kingdom-Hengoed: Refuse recycling services

Caerphilly County Borough Council as the Lead Authority for this contract wish to appoint a suitably qualified and experienced Contractor to sort MRF materials for recycling for the following authorities:
— Caerphilly County Borough Council (Lead Authority),
— Blaenau Gwent County Borough Council,
— Monmouthshire County Council and,
— The Vale of Glamorgan Council.
It is the intention that the contract entered into between the Lead Authority and the Supplier shall be deemed a collaborative arrangement and those bodies referred to in as Blaenau Gwent County Borough Council, Monmouthshire County Council and the Vale of Glamorgan Council if required, be entitled to engage in the agreement upon the terms and conditions set out here to under Regulation 22 of the Public Contracts Regulations 2006. The expected joining dates for each Authority are as outlined within the Invitation to Tender documentation.
The contract is initially for duration of two years with the option to extend, on an annual basis, subject to satisfactory performance and maintenance of reasonable cost levels up to an additional two years (year upon year).
Further specification and individual Authority requirements are provided within the Appendices of the Invitation to Tender procurement pack for each of the Authorities participating in this contract.
The indicative tonnages for each of the Local Authorities are included in Appendix 1 of the Invitation to Tender procurement pack and in the pricing schedule. If any of the Local Authorities decides to avail themselves of the services they will raise a separate official order with the Contractor and pay all invoices directly to the service provider along with the Waste Data Flow supporting information as detailed in Appendix numbers 4, 5 and 6. CCBC accepts no responsibility for the arrangements between another Authority and the Contractor.
The Lead Authority is looking to contract with only one service provider who would be responsible for the combined collection and sorting of the materials. The Lead Authority will allow sub-contracting under this arrangement by prior agreement with the Lead Authority.
Caerphilly as the Lead Authority will be entering into a Memorandum of Understanding (MoU) agreement in respect of this Contract with the Authorities listed. The entering of this MoU will be pursuant to the Local Government (Wales) Act 1994 and the Authorities have agreed to enter into this Agreement.
Community Benefits apply to this contract, Further details: The economic operators will be required to participate actively in the achievement of social and environmental policy objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. Tenderers are advised that the Lead Authority will be seeking proposals from tenderers to address how the tenderers community benefits plan meets the requirements below. Tenderers community benefit plans will form part of the contract entered into with the Lead Authority. Procurement is viewed as a key driver for delivering the Lead Authority sustainable development commitments. The Lead Authority is striving to develop a vibrant Welsh economy capable of delivering strong and sustainable economic growth by providing opportunities for everyone in Wales. Sustainable Development means ensuring that our actions contribute in the round to social, economic and environmental well-being now and in the future; improving the environment, building stronger communities, reducing social exclusion and poverty and encouraging the development of the economy. The Lead Authority commitment to deliver ‘community benefit’ outcomes from the Procurement Process is designed to ensure that wider social and economic issues are taken into account when spending public money. The intention is to achieve the very best value for money in the widest sense. The Authority has identified some community benefit outcomes, which it is seeking to achieve in respect of this contract. The Lead Authority considers these outcomes to be proportionate and relevant to the subject matter of the contract To achieve the very best value for money for the local community tenderers are asked to consider the social, economic and environmental added value they can offer through the deliver of this contract. As part of this Procurement Process, tenderers shall provide a Community benefits Plan in line within the Invitation to Tender that outlines how they will address the benefits listed, please note the list in the Invitation to Tender is not exhaustive and tenderers are encouraged to consider any added value they may benefit the community.
