Description

Dartford Borough Council is inviting tender responses for a suitably experienced and qualified contractor, with a proven track record of delivering fixed penalty notices (FPN) to the public, that can provide uniformed officers, and the necessary infrastructure, to work in partnership with the Council, to provide Litter Enforcement Services throughout the borough of Dartford. The following civil parishes are also included in the borough: Bean, Darenth, Longfield and New Barn, Southfleet, Stone, Sutton-at-Hone and Hawley, Swanscombe and Greenhithe and Wilmington.
This contract will require the contractor to provide a team of experienced and competent enforcement officers, a team leader and adequate administrative support to a high profile enforcement initiative tackling street litter and dog fouling across the borough. The primary focus of the initiative in the first instance is to engender behavioural change in relation to environmental crimes.
The tenderer will be required to prepare case files and prosecution evidence on behalf of the Council in the event of non-payment of FPN's.
The scope of the Service may be extended, within the contract period, to include offences covered by other legislation with agreement of the Parties, where the issuing of fixed penalties and associated warnings are permitted. This may include Graffiti and Flyposting — S43 of the ASB Act, Exposing Vehicles for sale on the road — S6 of the Clean Neighbourhood and Environmental Crime Act and Carrying out restricted works on a Motor Vehicle on a road — S6 of the Clean Neighbourhood and Environmental Crime Act, Trade Waste and Residential Waste Investigations and dealing with juvenile offenders and education through schools.
The contract term will be for a period of three years with an estimated start date of 25.1.2017. Please note that should the procurement process take longer than expected the start date may be moved. There is also a provision for an extension of up to 2 years.
