Description

The subject matter of the contract for the delegation of management by concession shall be: a) The right to provide the public lighting service on the territorial area of the city of Bolintin-Vale, in accordance with the objectives of the Delegate, regarding: • maintenance, maintenance and rehabilitation of the public lighting system, in compliance with the requirements and standards laid down in the Tender Specifications of the public lighting service in the city of Bolintin-Vale, its annexes, the Public Lighting Service Regulation and this Concession Delegation Contract, at the unit rates/prices set out in Annex 6 to the contract. Maintenance, maintenance, rehabilitation and operation will be carried out both for the existing public lighting system and for the one upgraded by the delegate/concessionaire under the delegation contract. This also includes the components of the system made with other sources of financing, after the expiration of the guarantee period offered by the contractor. The maintenance, maintenance, rehabilitation and operation of the public lighting system will be carried out according to an annual operation and maintenance programme, developed by the delegate and approved by the delegatee, in accordance with the requirements of the Regulation and Specifications of the public lighting service. In implementing this program, the operator will take into account all the investments made in the area of delegation and will make its own investments in parallel with the other urban development activities. The budget allocations will be made on the basis of the annual budget approved by the local council. Periodic maintenance shall be carried out in accordance with the instructions of equipment suppliers and technical operating regulations, without interrupting the provision of the service, except in the case of routine unscheduled maintenance, which shall be carried out to prevent or eliminate damage and damage, in accordance with technical procedures and operating instructions. • Preparation, financing and implementation of works to modernise and expand the public lighting system, including the implementation of the remote management solution for flexible remote control. b) Delegation of tasks and responsibilities relating to the operation of the public lighting service, including the rights and obligations to manage, manage and operate the infrastructure of the concessioned service. (2) The public lighting service includes: • Street-road lighting; • Street-pedestrian lighting; • Ornamental lighting; • Ornamental-festive lighting. a) Activities provided by the delegate include: • Maintenance, maintenance and rehabilitation of the public lighting system; • Preparation, financing and implementation of the modernization and/or extension of the public lighting system. b) The objectives of the Delegate include: • Increasing the level of civilization, comfort and quality of life; • Improving individual and collective security, as well as road and pedestrian traffic safety; • Harnessing local architecture and landscapes through adequate lighting, as well as marking festive events and public or religious holidays; • Stimulating the economic and social development of the city; Deadlines for submission/reply to requests for clarifications/additional information: A.
