Framework agreement for a project management order for works on drinking water and sanitation works with a value of less than 5 million euros excluding VAT
Consultation initiated by a grouping of orders. The framework agreement will be implemented by issuing order forms. Each lot will be awarded separately. Details of the tasks entrusted to the contractor are set out in the specifications. The services are paid for at fixed prices. The estimated amounts are indicative and include all renewal periods. The work may concern: - The creation and rehabilitation of drinking water pipes, visitable or not, buried or not, without limitation of their diameter, all types of materials, including interventions on aqueducts. - The creation and rehabilitation of EU, EP, unitary collectors, visitable or not, buried or not, without limitation of their diameter, any type of materials - The creation and modifications of pumping stations, discharge stations, storm dumps... - The creation and modification of open-air reservoirs - The creation and modification of equipment on the network and structures including the sizing of electrical cabinets... - The creation or modification of hydraulic structures outside buried basins in moulded wall. Place(s) of performance: As a general rule, the construction sites will be located on the territory of Bordeaux Métropole or on an ad hoc basis on certain municipalities outside Métropole, bordering the metropolitan territory. In this case, the EOM for the entire construction site will be entrusted to the holder of the lot whose geographical perimeter includes the metropolitan municipality bordering the sector concerned. The Bordeaux lot will, in fact, be excluded from this rule. Background: Since 1 January 2023, the board has been the project manager for drinking water works operations and will take over the sanitation project management mission from 1 January 2026, thus taking over the work carried out by the water management (already taken over as project manager delegated by the board on behalf of Bordeaux Métropole) and those of block 2 managed by the SABOM contract. The imprest management's objective contract has ambitious objectives, since it will have to: - In drinking water, achieve a renewal rate of 1% of its network, i.e. 30 km annually, for example, 18 km were renovated in 2024 - In sanitation, it will have to obtain 0.6% renewal of its wastewater network (approximately 17 km) and 5 km in rainwater networks, i.e. 22 km, 17 km were renewed in 2024 (EU, UN and EP) During 2024, the Régie de l'eau launched a significant number of project management missions as part of its purchase order contract (excluding call-up contracts and outside Block 2 currently processed by SABOM): As delegated contracting authority of Bordeaux Métropole: Sanitation AVP PRO VISA DET AOR Rive Droite 14 7 9 Bordeaux 12 19 28 Ouest 24 26 20 Sud 19 18 18 In addition to the operations followed by the internal project management team in drinking water, here is the number of missions that were followed as project manager in charge of water management: Drinking water AVP PRO VISA DET AOR Rive Droite 5 4 3 Bordeaux 2 3 7 Ouest 10 12 4 Sud 16 15 7 Thus, this market must be ambitious and will require the launch of a larger number of projects to achieve the objectives set.
