Germany-Quickborn: Installation services of electricity distribution and control equipment
The Mayor of the City of Quickborn, Stadthausplatz 1, 25451 Quickborn, writes the work described below as part of the construction project.
‘Renovation of school centre South Quickborn, school building – building automation’;
Award No 17-17-VOB-EU-Q
in accordance with § 3(1) VOB/A.
Nature and expected volume of the services:
Building automation trade.
The building complex of the southern school centre of the city of Quickborn consists of a new building (lot 1), an old secondary school (lot 2 & 3) and an old real school building (lot 4). In the course of a refurbishment, it is proposed that: Areas completely renovated the building automation system and switched on to the existing GLT in the Neuberger factory. The following components are taken into account for each lot, using Neuberger as a maker on the basis of the Client’s decision:
Lot 1: October 2017 – July 2018:
— 2 electrical cabinets with information centres in the Neuberger system,
— Field units for two ventilation units and approx. 6 static heating circuits,
— 1 piece of meteorological station,
— Approx. 12 000 m installation pipes in various designs,
— Approx. 350 m installation materials in the form of ducts, cable trays, etc.,
— Approx. 20 fire safety penetrations of different sizes,
— Approx. 2 m fire protection duct with connection elements, etc.,
— Approx. 15 core drillings and approx. 45 m wall holes,
— 1 piece of server connection to the Quickborn Town Hall and the BMS in the school centre,
— Create approximately 10 installation diagrams showing all static and dynamic data points,
— Implement the existing BMS in the school centre,
— Acceptances, fire safety documentation and revision documents.
Lot 2: October 2017 – July 2018:
— 3 electrical cabinets with information centres in the Neuberger system,
— Field units for 3 ventilation units,
— Approx. 15 000 m installation pipes in various designs,
— Approx. 500 m installation materials in the form of ducts, cable trays, etc.,
— Approx. 30 fire safety penetrations of different sizes,
— Approx. 3 m fire protection duct with connection elements, etc.,
— Approximately 26 core drillings and approx. 40 m wall slits,
— 1 piece of server connection to the Quickborn Town Hall and the BMS in the school centre,
— Creation of approximately 14 installation diagrams with all static and dynamic data points,
— Acceptances, fire safety documentation and revision documents.
Lot 3: August 2018 – July 2019:
— 3 electrical cabinets with information centres in the Neuberger system,
— Field units for 3 ventilation units,
— Approx. 14 500 m installation pipes in various designs,
— Approx. 430 m installation materials in the form of ducts, cable trays, etc.,
— Approx. 30 fire safety penetrations of different sizes,
— Approx. 3 m fire protection duct with connection elements, etc.,
— Approximately 30 core drillings and approx. 40 m wall slits,
— 1 piece of server connection to the Quickborn Town Hall and the BMS in the school centre,
— Creation of approximately 14 installation diagrams with all static and dynamic data points,
— Acceptances, fire safety documentation and revision documents.
Lot 4: August 2019 – August 2020:
— 3 electrical cabinets with information centres in the Neuberger system,
— Field units for 4 ventilation units,
— Approx. 17 800 m installation pipes in various designs,
— Approx. 540 m of installation materials in the form of ducts, cable trays, etc.,
— Approx. 47 fire safety penetrations of different sizes,
— Approx. 3 m fire protection duct with connection elements, etc.,
— Approximately 47 core drillings and approx. 50 m wall slits,
— 1 piece of server connection to the Quickborn Town Hall and the BMS in the school centre,
— Creation of approximately 14 installation diagrams with all static and dynamic data points,
— Acceptances, fire safety documentation and revision documents.

Place of opening: Town hall of the city of Quickborn, meeting room 128, town hall 1, 25451 Quickborn.
Tenderers are not admitted to open EU contracts.

No, as these are interrelated installations which have to be assembled and put into operation separately only in respect of the time of execution.

Required collateral:
Performance guarantee of 5 % of the amount of the contract;
Warranty guarantee of 3 % of the final invoice amount, including supplements.
Financing and payment conditions:
In accordance with procurement documents (Section 16 VOB/B);
Legal form of groupings:
Jointly and severally liable with the authorised representative;
Proof of suitability:
Information and formalities necessary for evaluating if requirements are met: Proof of suitability must be provided by inclusion in the list of the Association for Prequalification of Construction Companies (Labour of Prequalifications) or self-declarations in accordance with Form 124 (self-declaration of suitability). If a tender is shortlisted from a non-pre-qualified tenderer, the certificates indicated in form 124 must be submitted within 6 calendar days of the request.
If the tenderer relies on the skills of other companies for the performance of the contract, the relevant number in the prequalification list or the declarations and certificates referred to in Form 124 must also be provided for these other companies upon request.
In addition, a letter of commitment and an agreement in accordance with the Schleswig-Holstein Law on compliance with collective agreements and social standards must be submitted with the submission of a tender.
