Description

Due to the exceptional situation of students caused by the pandemic, agreements between the BMBF and KfW have adapted the temporary design of the existing KfW student loan programme to emergency aid for students in need. According to section 3.2 of the agreement of 04.05./05.05.2020 and the agreement of 28.05.2020/04.06.2020, the Federal Government bears all risks, costs and other disadvantages of the extension for the temporary extension of the applicant group (foreign students) of the student loan, including the costs arising from the pursuit of claims for the entire term of the loans (assurance of liability and reimbursement of costs). Non-performing loans for this group of persons are settled by KfW with the Federal Government on 30 June and 31 December via a clearing account in accordance with section 5.3 of the agreement of 28 May/04 June 2020. For the arithmetical and factual determination of the correctness of KfW's invoices in the context of the settlement of default liability for the temporarily extended group of applicants to include additional foreign students, it is necessary to appoint an external auditor who is suitably qualified in credit transactions.
