Description

The subject of the invitation to tender includes the conclusion of framework agreements with several economic operators for the digitisation of paper file holdings and related other services. On the basis of individual calls, the procurement of comprehensive full-service services for the data protection compliant and secure (mass) digitisation of written material via the framework agreements is to be made possible. The documents may be paper documents of various types, paper quality and composition as well as formats (e.g. double-sided labeled, in folders or folders, clipped, with notes, etc.), in particular files from the general administration as well as from construction and foreign offices. Individual calls may include services in the following areas, which can be called up, specified and varied in whole or in part in the individual contract, depending on the requirements and needs of the beneficiary: — On-site collection from the beneficiary and transport of the documents to the contractor, – Scan and file preparation, – Tracking, scanning and processing of the written material, – Compliance with the requirements of BSI TR-03138 Replacement Scanning (Resiscan) and Vitako Guideline for replacing scanning in municipalities according to TR Resiscan (2020), – Indexing, – Data transfer, – Intermediate storage, – Return transport, – Destruction according to DIN 66399, security level 4, – Rescan or Scan-on-Demand (SoD) orders. By awarding the contract, the contracting authorities conclude framework agreements without substantiating an acceptance obligation, which is intended to allow for the coverage of procurement requirements of the recipients from the broadly defined areas of services described above, which are not yet detailed and concretizable at the time of their conclusion. The framework agreement is exercised by issuing individual orders that specify and individualise the supplies and services as required. The award of individual orders depends on the specific procurement decision and the respective demand of the recipients, who are in principle free to issue individual orders in their decision to issue individual orders. There is therefore no right of the contractor to award individual orders or to accept certain quantities. Only with the individual order the client undertakes to the extent that the respective services are called up from the framework agreement.
