Electronic International Open Public Tender, with award criterion the most economically advantageous offer, exclusively based on price, for the supply of "Average Fare in the Form of Ticket Rolls, Required during the Operation of the Automatic Fare Collection System (ASSK)" to meet the needs of the O.SY.S.A.
The Athens Urban Transport Organisation (O.A.S.A.), aiming to improve the quality of the services offered to passengers, as well as to enhance its revenues, has installed a single Automatic Fare Collection System (A.S.S.K.), in all types of public transport under the responsibility of O.A.S.A. The object of the contract is the "Supply of Fare Means in the Form of Ticket Rolls", which are required during the operation of the Automatic Fare Collection System (A.S.S.K.) and in particular the auctioned item is the "multiple smart ticket", whose type and technical and functional characteristics are defined in detail in Annex I hereto. The item to be procured is classified under the following Common Procurement Vocabulary (CPV) code: [30237131-6]-Electronic cards. The contractor will undertake the construction and delivery to O.S.Y. S.A. of: 16 000 000 pieces of ‘operational means of ticket-tickets in the form of rolls’. The duration of the contract is set for a period of six months (6) months from the date of its signature. The estimated value of the contract including VAT amounts to EUR 1 984 000.00 (i.e. EUR 0.10 x EUR 16 000 000.000 = EUR 1 600.000.00) + EUR 384 000.00 (24% VAT)). The contract will be awarded on the basis of the criterion of the most economically advantageous tender, solely on the basis of the price (lowest price) and specifically on the basis of the unit price. Tenders shall be submitted for the entire subject-matter of the contract. Tenders exceeding the budgeted expenditure will be rejected as inadmissible. The award of the supply will be made to the supplier who will offer the lowest offer as it will result from its submission to ESIDIS. No alternative offers are allowed. It is stressed that the tender must cover the entire quantity of the supply, as described herein, to the exclusion of any tender that will refer to part of it. In the case of submission of equal offers (equal prices offered), then the procedure for the appointment of a temporary contractor will be carried out by drawing lots in accordance with the provisions of Article 90(1) of Law 4412/2016. In the event that only one (1) admissible tender is submitted, a process of negotiation/improvement of the financial offer will be followed through the System (ESIDIS) following an invitation to the economic operator. In the event of failure to improve the financial tender, the Contracting Entity reserves the right to cancel the award procedure for the item in question if, in its absolute discretion, it considers that sufficient competition has not been ensured. The above negotiation procedure will be carried out by the tender evaluation committee and the result will be included in the award decision.
