1. The subject of the contract is the supply of a fuel meter for laboratory measurement of fuel consumption of internal combustion engines tested on an engine test bench. 2. Scope of delivery: 2.1. Fuel consumption measurement range > 450 kg/h 2.2. Fuel inflow circulating in the meter circuit > 850 l/h 2.3. Compliance with technical and quality requirements with the following automotive standards: ISO 8178, UN ECE R49, UN ECE R96, EURO VI, EPA 1065 certified by technical documentation and calibration certificates or certificates 2.4. Continuous measurement of fuel consumption, including transient (dynamic) engine operation 2.5. The temperature of the fuel supply to the engine is regulated in the range of: at least 10 ... 50 degrees Celsius 2.6. Engine fuelling pressure adjustable in the range of: At least 0 ... 8 bar 2.7. Engine fuel return pressure adjustable to: At least 0 ... 1 bar 2.8. Pump feeding the fuel meter to increase the pressure of the fuel source if the pressure in the BOSMAL fuel system is too low to maintain the required flow parameters 2.9. Supported fuels: Petrol (EN228) with 100% alcohol (M100 or E100), diesel (EN590) with 100% biodiesel (EN14214), Jet A-1, kerosene, HVO 2.10. Auxiliary equipment, including: pressure regulators, filters, valves, hoses, etc. 2.11. Supported integration with AVL Puma 1.5 2.12. automation system Start-up on site (BOSMAL, Bielsko-Biała, Poland) 2.13. Guarantee: At least 12 months 3. Additional requirements: 3.1 Installation and acceptance of the subject of the contract 3.1.1 Within 8 weeks after signing the contract, an organizational meeting will be held at the headquarters of the BOSMAL Institute or remotely to determine the schedule of work. 3.1.2 Within 8 weeks of signing the contract, the Contractor shall specify any installation requirements necessary for the operation of the equipment. 3.1.3 A week before shipment, the Contractor shall inform the Institute of his readiness for delivery. 3.1.4 With regard to the acceptance of the subject of the contract, the following functional tests of the fuel consumption meter will be carried out: a. Stability of maintaining a given fuel pressure and temperature at several selected engine operating points (different loads and rotational speeds). b. Measurement of engine fuel consumption at several selected engine operating points (with different fuel consumption). 3.1.5 The media parameters available at the BOSMAL Institute are as follows: a. power supply: 400 V ±5%, 230 V ±5% b. compressed air: 8 bar. c. circulating cooling water: supply pressure 3 ... 5 bar; temperature: 5 ... 30 0C. 3.2 The Contractor will be required to provide basic training on the date of performance of the subject of the contract. The provision of training and the costs of implementing this part of the subject of the contract should be included in the price of the tender. a. Place of training: b. Duration of training – at least 1 day of training covering the following scope: 1) Activities preceding the use of the meter. 2) Important operational aspects of the meter, parameters that should be monitored during the operation of the meter. 3) Actions to be performed before the planned downtime of the meter. 4) Meter maintenance operation. At the end of the training, the Contractor is required to issue certificates of completion of the training and to provide training materials in written or electronic form. The training materials may in part be in a language other than Polish, but the basic information constituting the principles of service and safety must be in Polish. Any reference in the tender specifications to the type, trade marks or origin of the subject-matter of the contract shall be read together with the words ‘or equivalent’. Where reference is made in the description of the subject-matter of the contract to standards, technical assessments, technical specifications and technical reference systems, the Contracting Authority shall allow equivalent solutions. If equivalent solutions are offered, the Contracting Authority will not reject the tender on the sole ground that the offered supply does not comply with the standards, technical assessments, technical specifications and technical reference systems to which the description of the subject-matter of the contract refers, provided that the contractor proves in the tender, in particular by the means of evidence referred to in Articles 104-107 of the Act, that the proposed solutions meet to an equivalent extent the requirements set out in the description of the subject-matter of the contract. Where the description of the subject-matter of the contract refers to performance or functional requirements, the Contracting Authority shall not reject a tender in accordance with the Polish Standard transposing a European standard, standards of other Member States of the European Economic Area transposing European standards, with a European Technical Assessment, with a common technical specification, with an international standard or with a technical reference system established by a European standardisation body, if those standards, technical assessments, specifications and technical reference systems relate to performance or functional requirements specified by the Contracting Authority, provided that the economic operator proves in the tender, in particular by the means of evidence referred to in Articles 104 to 107, that the supply meets the performance or functional requirements specified by the Contracting Authority. 4. The detailed description of the contract is contained in § 2. DESCRIPTION OF THE PROCUREMENT OBJECT AND IN THE PROCUREMENT DOCUMENTS.
