Description

The Agency for Nature and Forests wishes to conclude a framework agreement in two lots with external contractors to procure various services for groundwater research (lot 1) , further planning and design of measures (lot 2) for various water projects in the river basin of the Kleine Nete between the weir in the Spanish court in Herentals and the weir on the Kleine Nete in Kasterlee near Houtum. Following ecohydrological research into wetland and marsh restoration in De Zegge – Mosselgoren and Olens Broek (Witteveen+Bos, 2024), large-scale changes to the hydrological system are necessary to achieve Europe's nature goals. To guide all this in the right direction, a Taskforce for De Zegge was set up within the area coalition of the Kleine Nete. The task of this Task Force is to further develop and implement the measures from the ecohydrological study carried out on the ground. The Taskforce consists of the Flemish Environmental Administration Agency for Nature and Forests (ANB), the Institute for Nature and Forest Research (INBO), the Flemish Environment Agency (VMM), the Flemish Land Agency (VLM) and the Environment Department, the provincial integrated water policy department and the Office of the Governor of the Province of Antwerp. Lot 1 is a framework agreement and includes the necessary groundwater modelling to arrive at different designs. Attention is drawn to the fact that the first subcontract, as described in the technical provisions, concerns the updating of the groundwater model, which must be done once. With the items of the framework agreement from lot 2, it should be possible to support the further development of the plan, the design and the carrying out of additional research. The framework contract for lot 2 includes various services that are expected to be required and from which the members of the Taskforce Zegge can rely in the context of PAS nitrogen remediation and realisation of IHD. This contract is a service contract within the meaning of Article 2, 21° of the Public Procurement Act of 17 June 2016.
