By this invitation to tender, Landsbyggefonden and the social housing organisations in Denmark wish to obtain offers for a framework agreement concerning the establishment, operation and administration of a whistle-blower scheme as well as advice to Denmark's social housing organisations. The tender stems from the fact that housing organisations with 50 or more employees are required under Act No 1436 of 29 June 2021 on the Protection of Whistleblowers (‘the Whistleblowers Act’), as amended, to establish a whistle-blower scheme. The offer includes a whistle-blower scheme for all Danish social housing organisations, which currently includes: • Housing organisations that have 250 or more employees and thus have to establish a whistle-blower scheme. • Housing organisations which employ between 50 and 249 people and thus have to set up a whistle-blower scheme • Housing organisations which employ fewer than 50 people and voluntarily wish to set up a whistle-blower scheme. Landsbyggefonden offers framework agreement on the establishment, operation and administration of whistle-blower scheme on behalf of all Denmark's social housing organizations. It is the social housing organisations that join this scheme that can avail themselves of the framework agreement. Annex 3 to the Framework Agreement lists all housing organisations covered by the Framework Agreement. It will be possible to add further social housing organisation to the list if new social housing organisations are established in Denmark during the term of the agreement.
