1.1 background to the contract
The mining industry is under pressure and mining companies announce recruitment needs in both the short and long term. Investment in exploration has increased sharply in recent years, such as Storuman and Tärnaby in the inland area of Västerbotten, Garpenberg in Dalarna, Dannemora in Uppsala and Lovisagruvan in Örebro County. Currently, the mining activity employs around 8 000 people in the country. Large new and replacement recruitments within existing mining facilities will be required in the coming years, while there are also staffing needs for start-ups such as in Pajala. At present, very few mountain and process workers are available.

1.3 contracting authority
The contracting authority is the Public Employment Service with registration number 202100-2114, 113 99 Stockholm.
The procurement is carried out by the Public Employment Service’s Description and Procurement Unit, a unit belonging to the Supplementary Employment Services Department. The PES procures training on the one hand in the form of labour market training and, on the other hand, in the form of preparatory training. The training is decided by the PES on the basis of the Ordinance (2000: 634) on labour market policy programmes and the regulations issued by the PES.

Labour market education is vocational training. The aim of labour market training is to strengthen the individual jobseeker’s chances of finding a job and to facilitate employers’ access to the labour force with the appropriate skills.
Preparatory training is intended to facilitate the jobseeker’s choice of job. Interventions shall be individually designed and may be of an indicative, rehabilitation or orientation nature and shall be used in particular for those who need to prepare for another labour market policy programme or work. Labour market and preparatory training is normally provided, unless otherwise specified, on a full-time basis, i.e. 40 hours of training per week.
1.4 subject of the contract
The PES intends to procure a framework contract for the call for training measures targeting mountain workers and Procestechnicians/workers. The training is aimed at jobseekers without specific prior knowledge and will be carried out in close cooperation with recruiting companies active in the mining industry. Training is planned according to business needs and recruitment plans. The content of the training shall be delivered in a flexible modular system that can be adapted to the needs of the different mining companies and mining sites.
1.5 contract duration and options
Date of agreement: Preliminary contract period is 28.5.2012-27.5.2014. Option:
The contract contains an option to extend the contract by two (2) contractual periods of 12 (12) months each. Overall, the total duration of the contract may not exceed forty-eight (48) months.
1.6 volumes and rotations
Volumes: The PES has estimated the number of course participants’ weeks in the first contract period at 6 000 weeks (kdv), which corresponds to approximately 60 places/participants on average during the first contract period of two (2) years. Furthermore, the PES assesses the target time for an entire training measure at 25-30 weeks. ‘Whole training activity’ means all training modules for mountain workers and process technicians/workers as set out in the respective tender specifications. With the above estimates, this means that 200-240 participants may be trained in the first contract period. Call-off: The Employment Service does not provide guarantees on call, but compensation is guaranteed for a minimum of eight (8) and a maximum of twenty (20) participants at each call from the PES (see also section 4.2). The delivery of training must take place within three (3) weeks of the call from the PES.
